Present were Board members Richard Brown, Beverly<br \/>\nJames, Bubs Schaaf, Shirley Delsart and Morris Older. Anna Johnson was unable<br \/>\nto attend.\u00a0 The agenda prepared by Richard Brown and the minutes of the<br \/>\nprevious meeting, with one correction\u2014the meeting date was October 17 not<br \/>\nSeptember 17&#8211; were both approved.<br \/>\nShirley gave a brief <b>treasurer\u2019s report<\/b>, clarifying some issues from our<br \/>\nbudget discussion in October.\u00a0 She has sent members bills for<br \/>\nunfulfilled work hours totaling $1,900 for the last two years.\u00a0 As of<br \/>\nthe meeting $700 of these fees had been paid.\u00a0 We agreed to finalize the<br \/>\nbudget for this current year at the next meeting, but as it seems that our<br \/>\nprojected income and expenses will match closely, we agreed to hold the<br \/>\nDecember dues at $225 per horse.<br \/>\nNext we discussed relations with EBMUD.\u00a0 Because the<br \/>\nreplacement of the water line in the lower pasture was accomplished at the<br \/>\nlower range of the allowed budget, we have $1,400 remaining in allocated <b>capital improvements <\/b>funds for the<br \/>\ncurrent year.\u00a0 We agreed to propose spending this money on the<br \/>\nreplacement of the water line from the spring box in the upper pasture, down<br \/>\nthrough the trees above the saddling area, to the point where it disappears underground<br \/>\non the way to the lower pasture.\u00a0 We have received a bid on this work<br \/>\nfor $1,735, and would pay the excess from our own funds.\u00a0 In addition we<br \/>\nagreed that Bev, our EBMUD liaison, Richard, and any other interested Board<br \/>\nmembers would meet with Virginia in early December to discuss our grazing<br \/>\nschedule, capital improvements, cross fencing of the upper and lower<br \/>\npastures, and expansion of\u00a0 the pasture to include sections of the<br \/>\nSullivan Ranch property. We agreed that, as the lower section (below El<br \/>\nToyonal) of the Sullivan Ranch requires extensive work to be make it safe for<br \/>\ngrazing, we would propose to EBMUD that we only add the upper section to our<br \/>\nlease this year.<br \/>\nWe discussed filling the <b>empty horse space <\/b>which the<br \/>\nprevious board had decided not to fill in May.\u00a0 We had delayed decision<br \/>\non this issue until we could see how many of our allotted 398 Animal Unit<br \/>\nMonths, a measure of how many horses have been on the pasture, were used this<br \/>\nlast grazing year, concluded on September 30.\u00a0 It turns out that we used<br \/>\n368, after using 356 the previous year and exceeding our allotment by using<br \/>\n418 AUMs in 1997-8.\u00a0 Opposing viewpoints were argued: that the numbers<br \/>\nshow that the pasture can easily support one more horse, and that the numbers<br \/>\nshow that even with a number of unfilled spaces we are nearly reaching our<br \/>\nlimit.\u00a0 We agreed to look further back into the past to see if the<br \/>\nnumbers of AUMs used in past years can help us predict what to expect in the<br \/>\nfuture.<br \/>\nThe Board appointed Richard and Morris to propose <b>by-laws revisions <\/b>to bring our<br \/>\nby-laws into accordance with our rules and regulations.\u00a0 These changes<br \/>\nwill be proposed for approval by the general membership at the next general<br \/>\nmembership meeting.<br \/>\nThere apparently has been no negative reaction to the<br \/>\nabolition of <b>horsey hotel fees <\/b>at<br \/>\nthe last board meeting. All members are asked to pay their outstanding bills<br \/>\naccumulated before the abolition of these fees as of\u00a0 October 18th,<br \/>\nregardless of whether you had recorded your usage.\u00a0 Please send your<br \/>\ncheck directly to Shirley.<br \/>\nWe next discussed the protocol for <b>moving horses to the lower pasture in December <\/b>and<br \/>\nback in January. The first move will be to the lower pasture on Saturday,<br \/>\nDecember 16th.\u00a0\u00a0 Wormers for your horse will be in the lower pasture<br \/>\nsaddling area. Please do not move your horse before 10 a.m.\u00a0 At 11 a.m.,<br \/>\nany overly excited or wild horses in the upper pasture who appear to pose a<br \/>\ndanger to themselves or to anyone else by their behavior will be moved to the<br \/>\nlower pasture.\u00a0 Calm horses that have not yet been moved will remain in<br \/>\nthe upper pasture until their owners arrive.\u00a0 Whiteboards will be placed<br \/>\nin the upper and lower pasture saddling areas listing any horses that are<br \/>\nmoved by volunteers.<br \/>\nWe briefly discussed ideas relating to <b>cross-fencing the upper pasture <\/b>to<br \/>\nencourage the growth of grass and the demise of weeds. Possibilities include<br \/>\na fence from the north corral to the upper limits of the pasture near the<br \/>\nwater tanks, which would allow for a water trough near those tanks.\u00a0 A<br \/>\nfence could go up further towards the Sullivan Ranch property if a water<br \/>\ntrough can be supplied there. Anna Johnson<br \/>\nand Bronwyn Swan were unable to attend.\u00a0 The agenda prepared by Richard<br \/>\nBrown and the minutes of the previous meeting, with one correction\u2014the<br \/>\nmeeting date was September 12, not August 2&#8211; were both approved.\u00a0 The<br \/>\nunusual personal note about Flame in those minutes was approved as<br \/>\nappropriate, and it was decided that members are encouraged, when<br \/>\ncircumstances require, to request that any similar note about their horses be<br \/>\nput in the minutes.<br \/>\nShirley gave a brief\u00a0 <b>treasurer\u2019s report<\/b>, along with preliminary budget<br \/>\nprojections for the coming year.\u00a0 We discussed these at some length, and<br \/>\nhopefully be able to approve a\u00a0 revised budget at out November meeting.<br \/>\nOur major discussion of the evening concerned <b>horsey hotel fees<\/b>.\u00a0 Prior to<br \/>\nthe meeting there had been proposals both to\u00a0 abolish and to<br \/>\nincrease\u00a0 these fees.\u00a0 Various board members argued that the fees<br \/>\nwere an extra burden to those who, in most cases were keeping their horses in<br \/>\nstalls due to medical or dietary issues beyond their controls. These members<br \/>\nare already burdened by having to come up to the pastures to feed, medicate<br \/>\nand clean up after their horses once or twice a day, and in some cases by<br \/>\nveterinary bills as well. While the stated purpose of the fee was to<br \/>\ncompensate the association for the extra cost (mostly work hours) of trucking<br \/>\nmanure off-site, the fee was also applied to those who used the lower pasture<br \/>\ncorral despite the fact that the manure produced there has never been trucked<br \/>\noff-site.\u00a0 And now we have a new composting facility which will reduce<br \/>\ngreatly the time required to deal with the manure.\u00a0 In support of the<br \/>\nfees it was pointed out that they were also meant to discourage stall use, a<br \/>\npriority mandated by EBMUD, and that abolishing the fees would mean that that<br \/>\nincome, about $20\/horse\/year, would somehow have to be replaced in our budget<br \/>\nfor next year.\u00a0 Bubs, who has been keeping track of the pasture census<br \/>\nfor the last two years, reported, however, that if anything stall use has<br \/>\nincreased, not decreased, since the fees were instituted.\u00a0 As a strategy<br \/>\nto discourage stall use, the fees have not been effective.\u00a0 In light of<br \/>\nthese factors, the board voted 4-1, with Beverly James dissenting, to abolish<br \/>\nthe fees for horsey hotel starting on October 18th.<br \/>\nNext we discussed <b>riding<br \/>\npartner memberships<\/b>.\u00a0 The rule passed last year gave the<br \/>\nBoard the \u201cauthority to approve, deny or revoke riding partner<br \/>\nmemberships.\u201d\u00a0 In practice, OHA members have declared other persons<br \/>\nriding partner members simply by requesting it, filling out liability forms<br \/>\nand paying the fee, all of which are necessary steps outlined in the rules,<br \/>\nwithout ascertaining that the secretary has received these forms or giving<br \/>\nthe board a chance to approve these members.\u00a0\u00a0 While the intent of<br \/>\nthe last\u00a0 and also the current Board is to keep the process simple, not<br \/>\nall fees and releases have been received for all riding partners.\u00a0 The<br \/>\nBoard decided that forms will be available in the shed for riding partners,<br \/>\nand that riding partner members will not be allowed on the pasture until the<br \/>\nsecretary is able to acknowledge that all appropriate paperwork has been<br \/>\ncompleted.\u00a0 We also decided that the words \u201capprove, deny or\u201d will be<br \/>\nstricken from the rule quoted above.\u00a0 Please note that until I am able<br \/>\nto make up a riding partner application, a letter from the proprietary member<br \/>\nproposing a candidate, which includes all of the information listed in D2(b)<br \/>\non page 12 of our rules, will be considered to be a sufficient application.<br \/>\nWe briefly discussed the <b>lower pasture<\/b>, noting the impending delivery of hay<br \/>\nthere (which has since been delivered and tarped).\u00a0 In addition, as part<br \/>\nof the replacement of the water line from the lower pasture corral to the lower<br \/>\npasture water trough, completed as one of our capital improvements, we were<br \/>\nable to have installed standpipes of faucets and hoses at the top and bottom,<br \/>\nof the lower pasture corral,\u00a0 and along the lower pasture corral fence<br \/>\nline in the lower pasture.\u00a0 Because the standpipe in the lower pasture<br \/>\nand at the bottom of the corral\u00a0 are in the open, they will need to be<br \/>\nfenced off for safety.\u00a0 But we now have water at the top of the corral,<br \/>\nand\u00a0 available in the saddling area as well-both\u00a0 improvements over<br \/>\nthe previous situation.<br \/>\nEBMUD has completed the installation of a new fence around the upper portion<br \/>\nof the Sullivan Ranch property, adjacent to the upper pasture above El<br \/>\nToyonal.\u00a0 This makes it likely that we will be asked to graze the area<br \/>\nadjacent to the current fence line in the upper pasture (where the July, 1999<br \/>\nfire was) sometime this year.\u00a0 Previous discussion was that we would<br \/>\nenclose that are with electric fencing and then open up the gate, and<br \/>\nprobably a good stretch of the fence line, currently separating that area<br \/>\nfrom our pasture.<br \/>\nThe OHA <b>manure<br \/>\ncompost bins <\/b>are nearly complete.\u00a0 At this writing walls<br \/>\nneed to be installed to divide the bins into three parts, but otherwise all<br \/>\nthe work has been done.\u00a0 We are deeply appreciative of all the work<br \/>\ndone by Andrew Woolman, who not only designed and supervised the construction<br \/>\nof the font-family: 'Arial Black';\">Bubs volunteer to<\/span><\/b> take her place,<br \/>\nand <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">the Board<\/span><\/b><br \/>\naccepted her nomination prior to the September 12th meeting.\u00a0 Since our<br \/>\nrules do not tell us what to do when a Board member resigns, there will be a<br \/>\nproposal discussed at our next meeting for a new rule to cover this<br \/>\nsituation.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">We talked about our <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">capital improvements<\/span><\/b> budget.\u00a0 We<br \/>\nagreed to accept a bid of $5,359 to replace the water line in the lower<br \/>\npasture from the lower pasture corral to the water trough in the lower<br \/>\npasture.\u00a0 This will use up our entire 1999-2000 capital improvements<br \/>\nbudget, as well as all but about $800 of our 2000-2001 capital improvements<br \/>\nbudget.\u00a0 We have just today, October 5, 2000, added $150 to that total<br \/>\nto provide for standpipes and faucets in the lower pasture saddling area, at<br \/>\nthe top of the lower pasture corral, and on both sides of the chain link<br \/>\nfence just below the lower pasture barn.\u00a0 We debated on two alternatives<br \/>\nfor the rest of the money: electric fencing for the area of the Sullivan<br \/>\nRanch property adjacent to the upper pasture, which we will be asked to graze<br \/>\nsometime in 2001, and replacing pipe running from the springbox\u00a0 which<br \/>\nfeeds the lower pasture water system.\u00a0 Lacking knowledge as to what<br \/>\nmaterials or labor EBMUD might supply us with, we left the decision to our<br \/>\nEBMUD representative, Bev, to be made when more info is available.<br \/>\nMore on this in our next minutes.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">We talked briefly about upcoming <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">work parties<\/span><\/b>, of which there have<br \/>\nbeen two since the September 12 meeting, to build the roof for our compost<br \/>\nbins.\u00a0 Thanks to our master builder, Andrew Woolman, our compost bin will<br \/>\nhave a truly unique and wonderful look to it\u2014if you haven\u2019t seen it yet, you<br \/>\nhave another reason to come up to the pasture.\u00a0 Much still needs to be<br \/>\ndone, so please call Andrew if you can help finish the roof.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">Three 55 gallon drums have been filled with <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">water for use in an<br \/>\nemergency<\/span><\/b>.\u00a0 Two are near the pavilion, and one is in the<br \/>\nupper pasture saddling area.\u00a0 These are to be saved incase there is a<br \/>\nfire, or used if the water system fails.\u00a0 As long as fire season is upon<br \/>\nus, please keep an eye on the pipe filling the pond.\u00a0 If it stops<br \/>\nflowing, that means that the water tanks that are in the upper pasture to<br \/>\nprovide fire to the new hydrant on El Toyonal are not full.\u00a0 If that<br \/>\nhappens we need to conserve water, so if you see that the pond is not filling,<br \/>\nmake a big note on the dry-erase board, and let Richard or Morris know ASAP.<b> <\/b><\/p>\n<p class=\"MsoBodyTextIndent\">\n<p class=\"MsoBodyTextIndent\">\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in; background-color: #a6a6a6; background-position: initial initial; background-repeat: initial initial;\"><b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Reminder: Part of feeding the herd is checking on<br \/>\nall of the horses<\/span><\/b> up there.\u00a0 This means looking them all over<br \/>\ncarefully to check for injuries.\u00a0 Driving or walking through the herd<br \/>\ndoes not allow you to see all sides of each horse.\u00a0 Owners should be<br \/>\nnotified of any injuries, and a seriously injured horse should be<br \/>\nconfined.\u00a0 The horses should be counted as well, to be sure they are all<br \/>\nthere.\u00a0 Currently there are 33 horses at the pasture, though that number<br \/>\nwill change soon when Loree Cole brings Beau to the pasture.\u00a0 Between<br \/>\nthe stalls and the pasture, you should be able to count to 33.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in; background-color: #a6a6a6; background-position: initial initial; background-repeat: initial initial;\"><b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">A personal note on<\/span><\/b> the above: I am<br \/>\nhoping, before it starts raining, to be able to give <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Flame<\/span><\/b> more time<br \/>\nin the pasture.\u00a0 She\u2019s the one with the enlarged right front knee, the<br \/>\nright front leg that barely bends when she walks, and a stiffness in the rear<br \/>\nthat has kept her out of the pasture for a few weeks, but which she has had<br \/>\nfor several years.\u00a0 When she lays down, it is to rest for a while.<br \/>\nWith her front leg the way it is, it has been difficult for her to get up for<br \/>\nyears, and she may not want to rush.\u00a0 Just because she is laying down is<br \/>\nnot itself a cause for panic. She may even sound like she is moaning\u2014in fact<br \/>\nshe has made similar grunting noises her whole life, and quite often when I<br \/>\nused to ride her.\u00a0 I always thought she was singing and sang along. When<br \/>\nshe is laying down, these noises are not a sign of colic or distress.<br \/>\nShe was on the pasture the first two weeks of feeding and did quite well for<br \/>\nmost of that time.\u00a0 If she is not in the pavilion, look for her when you<br \/>\nfeed, and please feel free to let me know what you observe, especially if she<br \/>\nseems any worse than what I have described.\u00a0 Thanks to all who have been<br \/>\nkeeping an eye on her, both on and off the pasture.<\/p>\n<p class=\"MsoBodyTextIndent\">\n<p class=\"MsoBodyTextIndent\">\n<p class=\"MsoBodyTextIndent\">We had a long discussion of <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">forage, weed control and<br \/>\npasture rotation<\/span><\/b>.\u00a0 Alice presented a survey she had done of<br \/>\nweeds and grass in the upper pasture.\u00a0\u00a0 Despite some disagreement<br \/>\non the amount of grass in the upper pasture, we were pretty much agreed on<br \/>\nher recommendations to improve the quality of forage in our pasture.<br \/>\nShe recommended the following short and long-range solution:<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span>To survey<br \/>\nand keep track of the grass and weeds each year<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span>To<br \/>\nconsider strategic, aggressive weed control when indicated to combat invasive<br \/>\nspecies<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span>To<br \/>\ninvestigate re-seeding of some areas<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span>To<br \/>\nconsider using future capital improvements funds for more water pipes in the<br \/>\nupper pasture so that<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span>Cross-fencing<br \/>\nof the upper pasture might improve grazing patterns and discourage weeds<\/p>\n<p class=\"MsoNormal\">We<br \/>\nall appreciated the extensive efforts that Alice had put into preparing her<br \/>\nmaterials and her recommendation.<\/p>\n<p class=\"MsoBodyTextIndent\">It was reported that the <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Sullivan Ranch property<\/span><\/b>,<br \/>\nabove El Toyonal South of the pasture, is being re-fenced around the<br \/>\nperimeter by EBMUD so that in the future sections of it can be grazed by OHA.<\/p>\n<p class=\"MsoBodyTextIndent\">We discussed a couple of member issues.\u00a0 We<br \/>\ngranted <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Elise<br \/>\nGeske<\/span><\/b>, who tore her Achilles tendon in an accident near the end of<br \/>\na 100 mile endurance ride, additional time to find a horse to fill her<br \/>\nspace.\u00a0 Kim Christlieb was approved as a <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">new riding partner<\/span><\/b> of Lisa Jordan, and<br \/>\nDiana Lynch was approved as a riding partner of Morris Older.\u00a0 Anne and<br \/>\nDiana Hodge were approved as riding partners of Jane Binder\u2014Diane is a<br \/>\ndaughter of Lucille Arnon, for many years an OHA member prior to her death in<br \/>\n1986, and Anne is Diane\u2019s daughter. font-family: 'Arial Black';\">disaster<br \/>\n\u2013preparedness <\/span><\/b>chair.\u00a0 The fire department has not as of yet<br \/>\nbeen able to supply Morris with a pager for emergency communications.<br \/>\nLisa will arrange for our <b><span style=\"font-size: 9pt; Bubbs will<br \/>\ncontinue to report to EBMUD on the <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">pasture census<\/span><\/b>; please be sure to sign<br \/>\nyour horse out and in whenever you remove or return him or her to the<br \/>\npasture.\u00a0 Bronwyn will arrange for the <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">fall vet clinic<\/span><\/b>.\u00a0 If you plan to<br \/>\ngive your own shots, see the rules for the list of required shots.<br \/>\nHorses are to be wormed at that time.\u00a0 We discussed <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">fly control<\/span><\/b> and<br \/>\nagreed that in addition to biologic controls, we would like Liz, who had<br \/>\nvolunteered, to put 2 or 3 traps at the tack room.\u00a0 Andrew Woolman will<br \/>\ncoordinate the construction of the <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">compost bin roof<\/span><\/b>.\u00a0 If you have<br \/>\nrelevant skills, please call him to volunteer to help.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">We briefly discussed <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">yellow-star thistle<\/span><\/b> control.\u00a0 On<br \/>\nJuly 8, Fred hired 4 workers to cut and pull yellow star thistle in our<br \/>\npasture bordering Seaview trail in Tilden at a cost of $377.60.\u00a0 A group<br \/>\nwill go back later to get whatever has grown back since this initial<br \/>\neffort.\u00a0 Although we have eradicated most other yellow-star in our<br \/>\npasture, this has only been accomplished by our vigilance in attacking new<br \/>\nstands before they can get established.\u00a0 It is vital that we get these<br \/>\nat the earliest possible moment, so if you see yellow-star anywhere in our<br \/>\npasture, please call Alice Brown immediately.<\/p>\n<p>We discussed our grazing plan, including <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">capital improvements<\/span><\/b>.\u00a0 We were all<br \/>\na bit surprised to learn that the 1999-2000 grazing plan was never completed,<br \/>\nalthough the grazing year ends on October 1.\u00a0 We decided that we would<br \/>\nwant the extra $2500 or so spent on concrete for the <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">compost bins<\/span><\/b> to<br \/>\nbe our first priority for a capital improvements credit. If this alternative<br \/>\nis selected, then any amount left over would go towards the drainage and the<br \/>\nroof for the compost bin.\u00a0\u00a0 If the concrete is not allowed, (as<br \/>\nredently haws turned out to be the case) then we would want the money to go towards<br \/>\n<b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">replacing the<br \/>\nwater line<\/span><\/b> in the lower pasture.\u00a0\u00a0 We had several bids<br \/>\nsubmitted, with and without EBMUD doing the trenching for laying pipes below<br \/>\nthe ground.\u00a0 This would mean a more reliable supply of water, as well as<br \/>\nwater in the lower pasture saddling area.\u00a0 We also discussed <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">altering the pasture<br \/>\nrotation<\/span><\/b> so that we would ideally move down to the pear orchard<br \/>\nand lower pasture earlier in the spring. That way the horses might get to the<br \/>\ngrass in the lower pastures before it blows over, and leave more in the upper<br \/>\npasture for later on.\u00a0 In recent years, the move has been postponed due<br \/>\nto late rains, late washout repairs, and water supply problems.<br \/>\nHopefully these can be avoided next year.<\/p>\n<p>We discussed whether the <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">number<br \/>\nof feedings<\/span><\/b> for members with 2 horses should be double those of<br \/>\npeople with one horse, or whether the ratio should remain at 1.5 as it has<br \/>\nbeen for years.\u00a0 The board was split on this issue, and decided that it<br \/>\nshould be moved slightly in that direction but not all the way.\u00a0 In the<br \/>\npast families that have filled both feeding spots on the same day have been<br \/>\ngiven credit for only one feeding.\u00a0 We decided not to change that rule,<br \/>\nand not knowing how many days would be so filled, decided that we would leave<br \/>\nit up to Bubs to determine the exact number of feedings for one and two horse<br \/>\nmemberships.<\/p>\n<p>We discussed the situation that developed in <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">moving the herd<\/span><\/b> from the pear orchard<br \/>\nto the lower pasture.\u00a0 Numerous horses were moved well before the<br \/>\ndesignated time, the horses grew unmanageable and the gate was opened before<br \/>\nnumerous members arrive to move their horses.\u00a0 The horses pushed through<br \/>\nthe narrow gate and rushed up behind three members who were barebacking their<br \/>\nway up.\u00a0 Fortunately no one was hurt.\u00a0 Some members who arrived on<br \/>\ntime were unable to worm their horses because they had been let go<br \/>\nearly.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">We decided that in the future moving early would not be<br \/>\nallowed, and that one person should be in charge of each move\u2014Richard<br \/>\nvolunteered for the next move.\u00a0\u00a0 Several volunteers will be<br \/>\nassigned to move horses whose owners do not appear within 15 or 30 minutes of<br \/>\nthe designated time.\u00a0 Each move will be discussed by the board in detail<br \/>\nbefore it happens.<\/p>\n<p>Heather Hafleigh has <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">resigned<br \/>\nher position<\/span><\/b> on the Board, so there was much discussion before,<br \/>\nduring and since the meeting of how to replace her on the Board.<br \/>\nOur rules book does not address this situation.\u00a0 Last year, when Lisa<br \/>\nresigned, Bronwyn, the runner-up in the previous Board election, replaced<br \/>\nher.\u00a0 The runner-up this year, Christie, considered and declined.<br \/>\nSome of the only other possible replacements will not finish their one-year<br \/>\nprobationary period until October, although we have had probationary members<br \/>\non the Board at times in the past.\u00a0 At this writing the issue has yet to<br \/>\nbe resolved.<\/p>\n<p>We briefly discussed <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">filling<br \/>\nthe empty horse<\/span><\/b> space left by Karate, and abolished by the last<br \/>\nboard, which in May over-ruled the 1999 annual meeting decision to leave the<br \/>\nnumber of horse spaces unchanged.\u00a0 It was decided to table this<br \/>\ndiscussion until the next meeting, when a full board may be present.\u00a0 If<br \/>\nyou have strong feelings on this or any other issue, please let a board<br \/>\nmember know so that your views can be taken into account.<\/p>\n<p>There has been a complaint from a member who wants us all to remember to <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">clean out old hay<\/span><\/b><br \/>\n(not just manure) from the stalls and paddocks when you remove your horse<br \/>\nfrom them.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">We moved on to discuss member issues.\u00a0 <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Elise Geske<\/span><\/b>, who<br \/>\non July 16 completed the 100 mile Tevis on a friend\u2019s horse, finishing 10<sup>th<\/sup><br \/>\nand winning the Haggin Cup awarded to the Best Condition horse, was granted a<br \/>\nthree-month extension until October 8<sup>th<\/sup> to find a horse to put<br \/>\ninto her space at OHA.\u00a0 <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Bronwyn Swan<\/span><\/b>, also completed the Tevis on Scout,<br \/>\nfinishing 36<sup>th<\/sup>.\u00a0 <b><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Angie Woolman<\/span><\/b> has the continuing conditional<br \/>\napproval of the Board to graze Scotty, who is being treated for EPM, in the<br \/>\nring pasture, although she is now required to feed him hay while he is in<br \/>\nthere as the grass is starting to look short.\u00a0\u00a0\u00a0 <b><span style=\"font-size: 9pt; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-size: 9pt; font-family: 'Arial Black';\">Wormings are Mandatory<\/span><b> <\/b>whenever the whole herd<br \/>\nis being wormed.\u00a0 This rule was passed years ago but some members have<br \/>\nchosen to ignore it because their horses are \u2018on a different schedule\u2019.<br \/>\nYou may worm your hose as often as you like, but you must worm on the date<br \/>\ntwice a year when everyone else does.\u00a0 This rule was passed a few years<br \/>\nback to ensure that the herd is wormed as a group when it shifts pastures.<br \/>\nWorms can live on the ground for only a short period, and when we first<br \/>\nswitch pastures, that new pasture is worm-free.\u00a0\u00a0 If this rule is<br \/>\nfollowed a worm-free pasture can be kept from being immediately contaminated<br \/>\nby fresh worms from horses whose worming medication has worn off, thus<br \/>\npromoting the health of the entire herd.<\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><span style=\"font-family: Symbol;\">\u00a8<\/span><span style=\"font-size: 7pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-size: 9pt; font-family: 'Arial Black';\">OHA Parking Placards are<br \/>\nMandatory<\/span><b> <\/b>in<br \/>\nevery car that you park at the pasture.\u00a0 This is for the safety and<br \/>\npeace of mind of all pasture members.\u00a0 You shouldn\u2019t have to guess if<br \/>\nthat strange car really belongs there. Gailyn has made up sixty new<br \/>\nplacards.\u00a0 You should have one in each car that you drive to the<br \/>\npasture, and it should be visible.\u00a0 If you need additional placards<br \/>\nplease call Gailyn at 925-254-5126 and she will mail them to you.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">We agreed on the following tentative <span style=\"font-size: 9pt; font-family: 'Arial Black';\">pasture rotation<\/span><br \/>\nschedule: Removal of electric fence in pear orchard, July 1 (turned out to be<br \/>\nJune 27); return to lower pasture on July 15 or 22, with the entire herd to<br \/>\nbe wormed at that time; return to the upper pasture on August 5<sup>th<\/sup><br \/>\nor 12<sup>th<\/sup>.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">Having attended the recent <span style=\"font-size: 9pt; font-family: 'Arial Black';\">yellow-star thistle<\/span> management workshop<br \/>\nAlice Brown recommended that yellow-star thistle must be pulled or cut by<br \/>\nJune 28.\u00a0\u00a0 This because it begins to seed shortly after the first<br \/>\nflowers turn bright yellow. Studies have shown that cutting it then and again<br \/>\na few weeks later is very effective in reducing the number of plants year to<br \/>\nyear. Controlling it before the seeds are produced also reduces the need to<br \/>\nremove the plants.\u00a0 For this reason we need all members to be on the<br \/>\nlookout for yellow star in bloom at OHA.\u00a0 If you see it, call Alice and<br \/>\ntell her where you spotted it.\u00a0 We agreed to try and get it picked or<br \/>\ncut as soon as possible.\u00a0 It was noted however that the plants, if cut,<br \/>\ndo grow back, and that new flowers appear on the plants for a period of<br \/>\nmonths.\u00a0 This means that even if we don\u2019t get at it immediately, it will<br \/>\nbe months before it is too late, as new seeds will from throughout those<br \/>\nmonths.\u00a0 We will ask EBMUD about spraying with Transline near Sea View.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">Next we discussed <span style=\"font-size: 9pt; font-family: 'Arial Black';\">fly control<\/span>.\u00a0 We used to spend $80-100 on<br \/>\nflytraps.\u00a0 Last year we instead used biological controls, primarily<br \/>\ninsects that eat fly eggs, and spent $423.\u00a0 The budget this year is<br \/>\n$500.\u00a0 But members reported that the flies, if anything, seem<br \/>\nout-of-control this year.\u00a0 Biological controls may be effective, it was<br \/>\nargued, but $500 may be just a tiny drop in the bucket in a pasture as large<br \/>\nas ours.\u00a0 We agreed to supplement the biological controls with flytraps<br \/>\nthis year.<\/p>\n<p class=\"MsoNormal\" style=\"text-indent: 0.5in;\">Our <span style=\"font-size: 9pt; font-family: 'Arial Black';\">manure<br \/>\ncompost bin<\/span> is nearing completion. The work is in progress<br \/>\nthanks to the tenacity of Richard.\u00a0 Member\u2019s concerns with this project<br \/>\nwere presented consistently to EBMUD \u2013 the outcome was that the bin is<br \/>\ninevitable.\u00a0 The Board discussed Cap Improvements for the 9\/99-9\/00<br \/>\nyear. text-indent: -0.25in;\"><b>b)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Applications for membership must be submitted in writing to the<br \/>\nBoard by the Proprietary Member, and must include the name, address, phone<br \/>\nnumber and an emergency contact person for the proposed Riding Partner.<br \/>\nA signed Release of Liability form must accompany the letter of application. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>c)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>The Board maintains the authority to approve, deny or revoke Riding<br \/>\nPartner Membership. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>d)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>A Proprietary Membership may not have more than three (3) Riding<br \/>\nPartners. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>\u00a0 <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><b>3.<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Privileges of Membership: <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>a)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>The right to access the OHA pasture, when accompanied by an OHA<br \/>\nProprietary Member.\u00a0 The Riding Partner could ride a horse belonging to<br \/>\nan OHA member, or bring their own horse to the pasture for the purpose of<br \/>\nriding.\u00a0 <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>b)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Riding Partners bringing their own horses to the pasture would not<br \/>\nbe allowed to keep their horses at OHA overnight. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>c)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Riding Partners may accompany a Proprietary Member during feeding<br \/>\nof the herd, but a Riding Partner may not substitute for one of the two<br \/>\nmembers required to feed the herd. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.25in; text-indent: -0.25in;\"><b>\u00a0 <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.75in; text-indent: -0.25in;\"><b>4.<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Responsibilities of Membership <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>a)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>The Riding Partner agrees to abide by all Rules and Regulations of<br \/>\nOHA, and signs a Release of Liability form.\u00a0 <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>b)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>The Riding Partner membership is an annual membership.\u00a0 The<br \/>\nRiding Partner member will pay $25 annual dues to OHA on date of acceptance<br \/>\nand on each June 15<sup>th<\/sup> thereafter.\u00a0 Dues will not be<br \/>\npro-rated. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>c)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Fees and signed Release of Liability forms must be received by the<br \/>\nSecretary prior to the Riding Partner being allowed on the property. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 1in; text-indent: -0.25in;\"><b>d)<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>Riding Partner Members are not given keys to the pasture gates. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.25in; text-indent: -0.25in;\"><b>4.<\/b><span style=\"font-size: 7pt;\"><br \/>\n<\/span><b>The Board will discuss and vote on a resolution to the<br \/>\ndispute.\u00a0 If either party will not accept the resolution, they may<br \/>\nfollow the steps for Dissatisfaction with Board Action, below. <\/b><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 0.5in;
