\nThe Board of the Orinda Horsemen\u2019s Association met on November 14, 2000 at
\nthe home of Richard Brown. Present were Board members Richard Brown, Beverly
\nJames, Bubs Schaaf, Shirley Delsart and Morris Older. Anna Johnson was unable
\nto attend.\u00a0 The agenda prepared by Richard Brown and the minutes of the
\nprevious meeting, with one correction\u2014the meeting date was October 17 not
\nSeptember 17– were both approved.
\nShirley gave a brief treasurer\u2019s report<\/b>, clarifying some issues from our
\nbudget discussion in October.\u00a0 She has sent members bills for
\nunfulfilled work hours totaling $1,900 for the last two years.\u00a0 As of
\nthe meeting $700 of these fees had been paid.\u00a0 We agreed to finalize the
\nbudget for this current year at the next meeting, but as it seems that our
\nprojected income and expenses will match closely, we agreed to hold the
\nDecember dues at $225 per horse.
\nNext we discussed relations with EBMUD.\u00a0 Because the
\nreplacement of the water line in the lower pasture was accomplished at the
\nlower range of the allowed budget, we have $1,400 remaining in allocated capital improvements <\/b>funds for the
\ncurrent year.\u00a0 We agreed to propose spending this money on the
\nreplacement of the water line from the spring box in the upper pasture, down
\nthrough the trees above the saddling area, to the point where it disappears underground
\non the way to the lower pasture.\u00a0 We have received a bid on this work
\nfor $1,735, and would pay the excess from our own funds.\u00a0 In addition we
\nagreed that Bev, our EBMUD liaison, Richard, and any other interested Board
\nmembers would meet with Virginia in early December to discuss our grazing
\nschedule, capital improvements, cross fencing of the upper and lower
\npastures, and expansion of\u00a0 the pasture to include sections of the
\nSullivan Ranch property. We agreed that, as the lower section (below El
\nToyonal) of the Sullivan Ranch requires extensive work to be make it safe for
\ngrazing, we would propose to EBMUD that we only add the upper section to our
\nlease this year.
\nWe discussed filling the empty horse space <\/b>which the
\nprevious board had decided not to fill in May.\u00a0 We had delayed decision
\non this issue until we could see how many of our allotted 398 Animal Unit
\nMonths, a measure of how many horses have been on the pasture, were used this
\nlast grazing year, concluded on September 30.\u00a0 It turns out that we used
\n368, after using 356 the previous year and exceeding our allotment by using
\n418 AUMs in 1997-8.\u00a0 Opposing viewpoints were argued: that the numbers
\nshow that the pasture can easily support one more horse, and that the numbers
\nshow that even with a number of unfilled spaces we are nearly reaching our
\nlimit.\u00a0 We agreed to look further back into the past to see if the
\nnumbers of AUMs used in past years can help us predict what to expect in the
\nfuture.
\nThe Board appointed Richard and Morris to propose by-laws revisions <\/b>to bring our
\nby-laws into accordance with our rules and regulations.\u00a0 These changes
\nwill be proposed for approval by the general membership at the next general
\nmembership meeting.
\nThere apparently has been no negative reaction to the
\nabolition of horsey hotel fees <\/b>at
\nthe last board meeting. All members are asked to pay their outstanding bills
\naccumulated before the abolition of these fees as of\u00a0 October 18th,
\nregardless of whether you had recorded your usage.\u00a0 Please send your
\ncheck directly to Shirley.
\nWe next discussed the protocol for moving horses to the lower pasture in December <\/b>and
\nback in January. The first move will be to the lower pasture on Saturday,
\nDecember 16th.\u00a0\u00a0 Wormers for your horse will be in the lower pasture
\nsaddling area. Please do not move your horse before 10 a.m.\u00a0 At 11 a.m.,
\nany overly excited or wild horses in the upper pasture who appear to pose a
\ndanger to themselves or to anyone else by their behavior will be moved to the
\nlower pasture.\u00a0 Calm horses that have not yet been moved will remain in
\nthe upper pasture until their owners arrive.\u00a0 Whiteboards will be placed
\nin the upper and lower pasture saddling areas listing any horses that are
\nmoved by volunteers.
\nWe briefly discussed ideas relating to cross-fencing the upper pasture <\/b>to
\nencourage the growth of grass and the demise of weeds. Possibilities include
\na fence from the north corral to the upper limits of the pasture near the
\nwater tanks, which would allow for a water trough near those tanks.\u00a0 A
\nfence could go up further towards the Sullivan Ranch property if a water
\ntrough can be supplied there. And a section towards the forest might rely on
\nthe forest pond for water, although doubts were expressed concerning the
\necological impact on that pond.\u00a0 It was agreed that these ideas would be
\ndiscussed with EBMUD.\u00a0 Additional control of weeds may possibly be
\naccomplished by EBMUD, which may be willing to mow thistle, mustard and
\nteasel.
\nWith little discussion an addition to our rules and
\nregulations concerning the lower
\npasture corral <\/b>was approved.\u00a0 Last winter this corral
\nwas used during winter rains for the first time and the result was major
\nrutting and deep footprints.\u00a0 The board decided unanimously to restrict
\nusage of this corral in the winter, subject to the same conditions applied to
\nwinter arena usage: \u201cThe lower
\npasture corral is not to be used when wet.\u00a0 \u2018Wet\u2019 is defined as when the
\nground is moist enough for horses to leave a \u00bc inch deep hoof print.\u201d<\/b>
\n\u00a0\u00a0\u00a0 <\/b><\/b>Our
\nnext discussion concerned the compost
\nbin<\/b>, largely completed at the time of our meeting.\u00a0 We
\nstill need to divide it into three sections.\u00a0 Once we start using it,
\nBronwyn and Bubbs agreed to be responsible for aerating and turning the pile
\nfor the first time period.\u00a0 Their experience will help to establish
\nfuture guidelines for the most efficient use of the bin.
\nBy the time you receive these minutes, new forms for
\nnominating your friends for riding
\npartner memberships <\/b>should be available in the shed.
\nOur by-laws give the power to fill any vacated board position to the
\nboard.\u00a0 We agreed to add to Section 1A of our rules and regulations the
\nfollowing sentence:\u00a0 \u201cThe Board will fill any vacated board positions
\nafter notifying all members of any such vacancy.\u201d

\nand Bronwyn Swan were unable to attend.\u00a0 The agenda prepared by Richard

\nunusual personal note about Flame in those minutes was approved as
\nappropriate, and it was decided that members are encouraged, when
\ncircumstances require, to request that any similar note about their horses be
\nput in the minutes.
\nShirley gave a brief\u00a0 treasurer\u2019s report<\/b>, along with preliminary budget
\nprojections for the coming year.\u00a0 We discussed these at some length, and
\nhopefully be able to approve a\u00a0 revised budget at out November meeting.
\nOur major discussion of the evening concerned horsey hotel fees<\/b>.\u00a0 Prior to
\nthe meeting there had been proposals both to\u00a0 abolish and to
\nincrease\u00a0 these fees.\u00a0 Various board members argued that the fees
\nwere an extra burden to those who, in most cases were keeping their horses in
\nstalls due to medical or dietary issues beyond their controls. These members
\nare already burdened by having to come up to the pastures to feed, medicate
\nand clean up after their horses once or twice a day, and in some cases by
\nveterinary bills as well. While the stated purpose of the fee was to
\ncompensate the association for the extra cost (mostly work hours) of trucking
\nmanure off-site, the fee was also applied to those who used the lower pasture
\ncorral despite the fact that the manure produced there has never been trucked
\noff-site.\u00a0 And now we have a new composting facility which will reduce
\ngreatly the time required to deal with the manure.\u00a0 In support of the
\nfees it was pointed out that they were also meant to discourage stall use, a
\npriority mandated by EBMUD, and that abolishing the fees would mean that that
\nincome, about $20\/horse\/year, would somehow have to be replaced in our budget
\nfor next year.\u00a0 Bubs, who has been keeping track of the pasture census
\nfor the last two years, reported, however, that if anything stall use has
\nincreased, not decreased, since the fees were instituted.\u00a0 As a strategy
\nto discourage stall use, the fees have not been effective.\u00a0 In light of
\nthese factors, the board voted 4-1, with Beverly James dissenting, to abolish
\nthe fees for horsey hotel starting on October 18th.
\nNext we discussed riding
\npartner memberships<\/b>.\u00a0 The rule passed last year gave the
\nBoard the \u201cauthority to approve, deny or revoke riding partner
\nmemberships.\u201d\u00a0 In practice, OHA members have declared other persons
\nriding partner members simply by requesting it, filling out liability forms
\nand paying the fee, all of which are necessary steps outlined in the rules,
\nwithout ascertaining that the secretary has received these forms or giving
\nthe board a chance to approve these members.\u00a0\u00a0 While the intent of
\nthe last\u00a0 and also the current Board is to keep the process simple, not
\nall fees and releases have been received for all riding partners.\u00a0 The
\nBoard decided that forms will be available in the shed for riding partners,
\nand that riding partner members will not be allowed on the pasture until the
\nsecretary is able to acknowledge that all appropriate paperwork has been
\ncompleted.\u00a0 We also decided that the words \u201capprove, deny or\u201d will be
\nstricken from the rule quoted above.\u00a0 Please note that until I am able
\nto make up a riding partner application, a letter from the proprietary member
\nproposing a candidate, which includes all of the information listed in D2(b)
\non page 12 of our rules, will be considered to be a sufficient application.
\nWe briefly discussed the lower pasture<\/b>, noting the impending delivery of hay
\nthere (which has since been delivered and tarped).\u00a0 In addition, as part
\nof the replacement of the water line from the lower pasture corral to the lower
\npasture water trough, completed as one of our capital improvements, we were
\nable to have installed standpipes of faucets and hoses at the top and bottom,
\nof the lower pasture corral,\u00a0 and along the lower pasture corral fence
\nline in the lower pasture.\u00a0 Because the standpipe in the lower pasture
\nand at the bottom of the corral\u00a0 are in the open, they will need to be
\nfenced off for safety.\u00a0 But we now have water at the top of the corral,
\nand\u00a0 available in the saddling area as well-both\u00a0 improvements over
\nthe previous situation.
\nEBMUD has completed the installation of a new fence around the upper portion
\nof the Sullivan Ranch property, adjacent to the upper pasture above El
\nToyonal.\u00a0 This makes it likely that we will be asked to graze the area
\nadjacent to the current fence line in the upper pasture (where the July, 1999
\nfire was) sometime this year.\u00a0 Previous discussion was that we would
\nenclose that are with electric fencing and then open up the gate, and
\nprobably a good stretch of the fence line, currently separating that area
\nfrom our pasture.
\nThe OHA manure
\ncompost bins <\/b>are nearly complete.\u00a0 At this writing walls
\nneed to be installed to divide the bins into three parts, but otherwise all
\nthe work has been done.\u00a0 We are deeply appreciative of all the work
\ndone by Andrew Woolman, who not only designed and supervised the construction
\nof the bins, but who also added the artistic horse heads on the main roof
\nbeams.\u00a0 In addition Richard, Fred, Lisa, Georgia, Morris Nina, Bronwyn,
\nGary, Kim, David Benoit, Alice and probably some others as well assisted in
\nthe construction.
\nThe Board deferred approval of Loree and Kim as proprietary members <\/b>since the rules
\nrequire this to be done so once one year after the arrival of their horses on
\nthe pasture.\u00a0 Although it has been a year since they were accepted as
\nprobationary members, their horses did not arrive until late November of last
\nyear.

\nproposal discussed at our next meeting for a new rule to cover this

\nagreed to accept a bid of $5,359 to replace the water line in the lower
\npasture from the lower pasture corral to the water trough in the lower
\npasture.\u00a0 This will use up our entire 1999-2000 capital improvements
\nbudget, as well as all but about $800 of our 2000-2001 capital improvements
\nbudget.\u00a0 We have just today, October 5, 2000, added $150 to that total
\nto provide for standpipes and faucets in the lower pasture saddling area, at
\nthe top of the lower pasture corral, and on both sides of the chain link
\nfence just below the lower pasture barn.\u00a0 We debated on two alternatives
\nfor the rest of the money: electric fencing for the area of the Sullivan
\nRanch property adjacent to the upper pasture, which we will be asked to graze
\nsometime in 2001, and replacing pipe running from the springbox\u00a0 which
\nfeeds the lower pasture water system.\u00a0 Lacking knowledge as to what
\nmaterials or labor EBMUD might supply us with, we left the decision to our
\nEBMUD representative, Bev, to be made when more info is available.

\nemergency<\/span><\/b>.\u00a0 Two are near the pavilion, and one is in the
\nupper pasture saddling area.\u00a0 These are to be saved incase there is a
\nfire, or used if the water system fails.\u00a0 As long as fire season is upon
\nus, please keep an eye on the pipe filling the pond.\u00a0 If it stops
\nflowing, that means that the water tanks that are in the upper pasture to
\nprovide fire to the new hydrant on El Toyonal are not full.\u00a0 If that
\nhappens we need to conserve water, so if you see that the pond is not filling,
\nmake a big note on the dry-erase board, and let Richard or Morris know ASAP. <\/b><\/p>\n
\nall of the horses<\/span><\/b> up there.\u00a0 This means looking them all over
\ncarefully to check for injuries.\u00a0 Driving or walking through the herd
\ndoes not allow you to see all sides of each horse.\u00a0 Owners should be
\nnotified of any injuries, and a seriously injured horse should be
\nconfined.\u00a0 The horses should be counted as well, to be sure they are all
\nthere.\u00a0 Currently there are 33 horses at the pasture, though that number
\nwill change soon when Loree Cole brings Beau to the pasture.\u00a0 Between
\nthe stalls and the pasture, you should be able to count to 33.<\/p>\n
\nhoping, before it starts raining, to be able to give Flame<\/span><\/b> more time
\nin the pasture.\u00a0 She\u2019s the one with the enlarged right front knee, the
\nright front leg that barely bends when she walks, and a stiffness in the rear
\nthat has kept her out of the pasture for a few weeks, but which she has had
\nfor several years.\u00a0 When she lays down, it is to rest for a while.
\nWith her front leg the way it is, it has been difficult for her to get up for
\nyears, and she may not want to rush.\u00a0 Just because she is laying down is
\nnot itself a cause for panic. She may even sound like she is moaning\u2014in fact
\nshe has made similar grunting noises her whole life, and quite often when I
\nused to ride her.\u00a0 I always thought she was singing and sang along. When
\nshe is laying down, these noises are not a sign of colic or distress.
\nShe was on the pasture the first two weeks of feeding and did quite well for
\nmost of that time.\u00a0 If she is not in the pavilion, look for her when you
\nfeed, and please feel free to let me know what you observe, especially if she
\nseems any worse than what I have described.\u00a0 Thanks to all who have been
\nkeeping an eye on her, both on and off the pasture.<\/p>\n
\npasture rotation<\/span><\/b>.\u00a0 Alice presented a survey she had done of
\nweeds and grass in the upper pasture.\u00a0\u00a0 Despite some disagreement
\non the amount of grass in the upper pasture, we were pretty much agreed on
\nher recommendations to improve the quality of forage in our pasture.
\nShe recommended the following short and long-range solution:<\/p>\n
\nand keep track of the grass and weeds each year<\/p>\n
\nconsider strategic, aggressive weed control when indicated to combat invasive
\nspecies<\/p>\n
\ninvestigate re-seeding of some areas<\/p>\n
\nconsider using future capital improvements funds for more water pipes in the
\nupper pasture so that<\/p>\n
\nof the upper pasture might improve grazing patterns and discourage weeds<\/p>\n
\nall appreciated the extensive efforts that Alice had put into preparing her
\nmaterials and her recommendation.<\/p>\n
\nabove El Toyonal South of the pasture, is being re-fenced around the
\nperimeter by EBMUD so that in the future sections of it can be grazed by OHA.<\/p>\n

\nGeske<\/span><\/b>, who tore her Achilles tendon in an accident near the end of
\na 100 mile endurance ride, additional time to find a horse to fill her
\nspace.\u00a0 Kim Christlieb was approved as a new riding partner<\/span><\/b> of Lisa Jordan, and
\nDiana Lynch was approved as a riding partner of Morris Older.\u00a0 Anne and
\nDiana Hodge were approved as riding partners of Jane Binder\u2014Diane is a
\ndaughter of Lucille Arnon, for many years an OHA member prior to her death in
\n1986, and Anne is Diane\u2019s daughter. In addition Ryan Munoz was approved as a
\nriding partner of Anna Johnson.\u00a0 Marianne Rice and Laura Klein were
\napproved as riding partners for Edie Black. .\u00a0 Remember that riding
\npartners may ride with any OHA member<\/p>\n
\nthe pasture, just outside the El Toyonal gate near Wildcat on August 9th<\/sup>.
\nThe thief smashed windows on Angie\u2019s car and looked under her seats to find
\nher purse, and then drove off.\u00a0 A police report was made, and apparently
\nthere have been other such incidents recently at Inspiration point.<\/p>\n
