{"id":545,"date":"2017-04-10T02:56:58","date_gmt":"2017-04-10T02:56:58","guid":{"rendered":"https:\/\/orindahorsemen.org\/testbed\/?page_id=545"},"modified":"2017-04-10T02:56:58","modified_gmt":"2017-04-10T02:56:58","slug":"oha-minutes-1990s","status":"publish","type":"page","link":"https:\/\/orindahorsemen.org\/testbed\/?page_id=545","title":{"rendered":"OHA Minutes 1990s"},"content":{"rendered":"<p><strong>Orinda Horseman\u2019s<br \/>\nAssociation<\/strong><\/p>\n<p><strong>1997 Annual Meeting Minutes<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Following a morning<strong>\u00a0<\/strong>vet clinic, OHA held its annual<br \/>\nmembership meeting on September 14, 1997.<br \/>\nA total of about 35 members and guests were in attendance.\u00a0 The meeting started off with the announcement<br \/>\nby our President, Fred Goff, that OHA is entering its thirtieth year.\u00a0 In celebration of our long run we have<br \/>\nproduced a written\u00a0<em>History of the Orinda<br \/>\nHorseman\u2019s Association,\u00a0<\/em>authored by one of our founding and long-time<br \/>\nmembers, Loren Furtado.\u00a0 Loren spoke for<br \/>\na few minutes, thanking those he had interviewed for the project and those who<br \/>\nhelped produce it, and copies were distributed to all in attendance.\u00a0 If you have not yet received your copy it<br \/>\nshould be enclosed with these minutes, along with a newly revised member list<br \/>\nand horse list.<\/p>\n<p>A couple of corrections<br \/>\nshould be noted for these lists..\u00a0 Alice<br \/>\nand Richard Brown\u2019s correct zip code is 94610.<br \/>\nGayle Packard\u2019s correct phone number is 471-3624 and her correct address<br \/>\nis 4345 Sedge,\u00a0 Fremont Ca. 94555.\u00a0 On the last page of the horse list, shoer<br \/>\nDanny Morais correct phone number is 426-7419.<\/p>\n<p>Our first aid box coordinator Alice<br \/>\nBrown talked briefly about the\u00a0<strong>emergency\u00a0 first aid box<\/strong>\u00a0and the information<br \/>\navailable there.\u00a0 When you use something<br \/>\nup in the first aid box it is your responsibility to see that that item is<br \/>\nreplaced so that it will be available for future emergencies.\u00a0 If you are using up the last little bit of<br \/>\nsomething, OHA will reimburse you for whatever portion was used by people<br \/>\nbefore you.\u00a0 If you are unable due to<br \/>\nunusual time constraints to replace something, please notify Alice or a board<br \/>\nmember so that the item will be available the next time there is an<br \/>\nemergency.<\/p>\n<p>We moved on to the business part of<br \/>\nour meeting.\u00a0 A proposal from the board<br \/>\nto expand\u00a0<strong>the work hours credit for<br \/>\nboard related work\u00a0<\/strong>was considered first<strong>.\u00a0\u00a0<\/strong>This proposal, first printed in the<br \/>\nAugust board minutes says that \u201cboard members will be allowed credit against<br \/>\ntheir work hours requirement of 1 1\/2 hours per board member attended, and<br \/>\ncredit for any extra hours worked up to the limit of their work requirement.\u201d\u00a0 It was pointed out that due to additional<br \/>\nfencing hours dividing up the lower pasture and pear orchard, the new board<br \/>\nwill be considering an increase in the number of required work hours, and that<br \/>\nthis proposal will require a greater increase for 1997-98.\u00a0 Even so approval was overwhelming with only<br \/>\none or two negative votes.<\/p>\n<p>We briefly discussed Heather Felt\u2019s<br \/>\nproposal to<strong>\u00a0lower the age requirement<\/strong><br \/>\nfor membership from 21 to 18 as Heather pointed out that in fact we have<br \/>\nadmitted two members in recent years who were under 21 and that age is not<br \/>\nnecessarily an accurate indicator of<br \/>\nmaturity or responsibility. Because a by-laws amendment is necessary to<br \/>\nchange this requirement, we only took a straw poll on this matter, which<br \/>\nindicated that the membership would probably approve such a change.\u00a0 There were several members who were opposed<br \/>\nto this and the opinion was expressed that while in some cases exceptions could<br \/>\nbe made for exceptional young people, in some cases the current\u00a0\u00a0 rule could be a convenient way to avoid\u00a0 having to tell someone they are not quite<br \/>\nexceptional.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Next we considered written proposals<br \/>\naddressing issues related to the use of stalls and corrals.\u00a0 The first proposal was to have clear rules<br \/>\ngoverning exemptions from the\u00a0<strong>pear<br \/>\norchard,<\/strong>\u00a0 limiting excuses to medical<br \/>\nreasons for the horse or the owner, and to post a list of those excused from<br \/>\nthe pear orchard with a reason for each exemption.\u00a0 We discussed this issue for a while but were<br \/>\nunable to reach consensus and referred the issue to the new board.<\/p>\n<p>It was proposed that we develop<br \/>\nclear<strong>\u00a0rules limiting the use of stalls<\/strong><br \/>\nand paddocks, including a limit on the number of nights in a row that stalls<br \/>\nmay be used in non-medical situations, and to appoint a person as stall monitor<br \/>\nto oversee compliance with rules.\u00a0 We<br \/>\nwere unable to reach agreement on this issue as well and referred it to the new<br \/>\nboard for future action.<\/p>\n<p>Next we heard a short\u00a0 presentation from Virginia Northrop, the<br \/>\nEBMUD ranger who deals with our pasture most of the time.\u00a0 She said that EBMUD has accepted our proposal<br \/>\nto add the small section of land below the Marion Long\u2019s house adjacent to the<br \/>\nlower pasture, that EBMUD hopes to be writing up a new lease for watershed<br \/>\nlessees that should go into effect this year,<br \/>\nand that they would like us to make a proposal as part of our\u00a0 capital improvements program to better<br \/>\ncontain the manure pile by the north corral so that it does not run off into<br \/>\nthe nearby creek.\u00a0 She answered\u00a0 numerous questions about goats for the pear<br \/>\norchard (way too expensive to consider), putting more corrals in the ring<br \/>\npasture (conceivable) and\u00a0 other<br \/>\nissues.<\/p>\n<p>Just after she finished speaking it<br \/>\nbegan to rain and so we moved the meeting over to the pavilion.\u00a0 A proposal to raise fees to\u00a0<strong>feed two flakes of hay per horse<\/strong>\u00a0per<br \/>\nday while the horses are\u00a0<strong>in the lower<br \/>\npasture<\/strong>\u00a0 was briefly discussed with<br \/>\nno agreement reached that there was a necessity for this, and<strong>\u00a0<\/strong>proposals to get goats or construct<br \/>\nmore corrals were briefly discussed with no decision reached as these would<br \/>\nrequire EBMUD approval. We then briefly discussed feeding the herd and the new<br \/>\nitems on the work list, a copy of which is included in the board minutes mailed<br \/>\nwith these minutes.<\/p>\n<p>Last but not least we held<strong>\u00a0elections for the 1997-98 board<\/strong>.\u00a0 The terms of Heather Hafleigh, Christie<br \/>\nLarner, Beverly James and Heidi Kader had expired and they were duly thanked<br \/>\nfor the time and energy they had spent over the last two years in helping the<br \/>\npasture function smoothly.\u00a0 There were<br \/>\nsix candidates for the board&#8211; Heather Hafleigh, Heidi Kader, Beverly James,<br \/>\nHeather Felt, Lisa Jordan, and Gailyn Johnson.<br \/>\nThe election was close but did not require a runoff. OHA member Edie Black was<br \/>\nalso present..\u00a0 We approved the current<br \/>\nagenda. and the minutes of previous meeting<strong>,<br \/>\n<\/strong>with one correction, changing the word stall to space in the first line of<br \/>\nthe third paragraph of the second page of the minutes.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>First on the agenda, although we actually<br \/>\nacted late in the meeting, was to review officers\u2019 duties and elect new<br \/>\nofficers.\u00a0 We agreed to try to share the<br \/>\nofficers work as much as possible and then elected Fred Goff President, Jane<br \/>\nBinder Vice President, Lisa Jordan Secretary and Beverly James Treasurer.\u00a0 Morris Older will serve as assistant\u00a0 secretary and Heather Felt as assistant<br \/>\ntreasurer.<\/p>\n<p>Beverly<br \/>\nJames submitted the attached\u00a0<strong>treasurer\u2019s<br \/>\nreport<\/strong>, which will be discussed in more detail at a future meeting when we<br \/>\nset a budget for the coming year.\u00a0 We<br \/>\nspent about $800 more this year than our income, but we are still in good<br \/>\nshape.<\/p>\n<p>Fred<br \/>\nreported that we now have a lock on the pear orchard gate nearest Orinda on<br \/>\nCamino Pablo.\u00a0 Fred reported that after<br \/>\nthe yellow star thistle had been picked, the same workers had cleared out the<br \/>\narea around the<strong>\u00a0hay barn<\/strong>, and blazed<br \/>\na shorter more direct path from the hay barn to the back feeding gate.\u00a0 We agreed to ask John Fouhy to prepare an<br \/>\nestimate for us on grading to promote drainage from the area around the hay<br \/>\nbarn.\u00a0\u00a0 We also agreed to ask him for<br \/>\nideas on how to improve<strong>\u00a0drainage at the pavilion<\/strong><br \/>\npaddocks and stalls and to hire him to\u00a0<strong>move<br \/>\nthe manure piles<\/strong>\u00a0to the arena.\u00a0 We<br \/>\nbriefly discussed feeding, which seems to be going as planned&#8211;<strong>please remember to sign in the shed when<br \/>\nyou feed the horses.\u00a0\u00a0<\/strong>We discussed<br \/>\nthe recent vet clinic, and agreed to discuss vet clinic protocol and courtesy<br \/>\nbefore the next clinic is scheduled.<\/p>\n<p>We briefly<br \/>\ndiscussed but did not reach final conclusions on prioritizing, assigning and<br \/>\nhiring out work on\u00a0<strong>the work list<\/strong>.\u00a0\u00a0 Three new additions to the work list are the<br \/>\nelectrification of the North Corral fence<br \/>\nand hay barn fence, working on stall drainage, a gate for the new \u00a0connecting trail from the lower pasture to the<br \/>\npavilion area, and straightening the hose bib by the old stalls. \u00a0We briefly discussed\u00a0 getting more pallets and hay for the lower<br \/>\npasture side.\u00a0 We approved a request from<br \/>\n<strong>Linda Davidson<\/strong>\u00a0to allow her to<br \/>\ncomplete her 96-97\u00a0<strong>work hours<\/strong>\u00a0during<br \/>\n97-98 due to extreme medical problem and financial difficulties. Jane reported on our final<br \/>\ndealings with SW Fence Co., regarding our<strong><br \/>\nnew<\/strong>\u00a0saddling area and North Corral<strong>\u00a0fences.<\/strong>\u00a0 After bringing our concerns about how the<br \/>\nfence had been installed, SW fence came down, cut off the metal pipes<br \/>\nprotruding from the cores of\u00a0 some of the<br \/>\nfence posts moved the large metal \u00a0fencepost brace inside the paddock to the<br \/>\nother side of the fence, and gave us a $500 credit on the final bill. \u00a0\u00a0Morris reported on recent conversations with<strong>\u00a0EBMUD<\/strong>.<br \/>\nThe cost of\u00a0 beef has risen back<br \/>\nup to its usual level, and so we will pay more for our lease next year, and<br \/>\nhave a surcharge for this year of about $2,000.<br \/>\nThe SW fence bill will be credited against this surcharge and our next<br \/>\ntwo lease payments as well.\u00a0 Doubt at the<br \/>\ntime of the meeting about whether EBMUD will allow us credit for capital<br \/>\nimprovements due to how long SW fence took to complete have since been eased;<br \/>\nwe will be allowed capital improvements credits for next year, and it\u2019s not too<br \/>\nearly to begin planning what they might be.<\/p>\n<p>Due<br \/>\nto a mix-up in communications with the\u00a0<strong>dumpster<\/strong><br \/>\npeople, the dumpster was postponed a week to August 15-18, and has since been<br \/>\nfilled with all the junk laying around our pasture.\u00a0 Thanks to all of you who helped fill it.\u00a0 We talked about the\u00a0<strong>removal of t-posts<\/strong>\u00a0\u00a0from the<br \/>\npear orchard. Subsequent discussion with EBMUD has convinced us to leave them<br \/>\nin place as many of them may end up in the same place next year.\u00a0 We discussed the removal of\u00a0<strong>yellow-star thistle\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>and decided that if Heather Hafleigh\u2019s workers could not<br \/>\nremove it we would hire Los Manos to remove it along our Seaview border with<br \/>\nTilden Park.<\/p>\n<p>As<br \/>\nof the meeting we had already received our\u00a0<strong>winter<br \/>\nhay<\/strong>, and it had already been stacked and tarped in the barn., with the<br \/>\nexception of the hay for our winter lower pasture time, which always comes<br \/>\nlater.\u00a0\u00a0 Thanks to Lisa, Shirley and Dan<br \/>\nHolmes for their work in facilitating this delivery.\u00a0 The hay in the upper barn is on two layers of<br \/>\npallets, and will be tarped on both edges.<br \/>\nWe discussed this year\u2019s\u00a0<strong>feeding\u00a0<\/strong>and\u00a0 decided that we would feed 2 3\/4 bale each<br \/>\nday. less one flake for each horse that is in a paddock.\u00a0 We will feed out of the red barn (use the hay<br \/>\non the side first) until about Halloween, and then start using the hay in the<br \/>\nbarn at the pond.\u00a0 Thanks to Liz for her<br \/>\nwork arranging the feeding schedule again this year.\u00a0 The schedule will be passed out at our annual<br \/>\nmeeting, and feeding will begin on September 6th.\u00a0 Christie will purchase a new hay cart, so<br \/>\nthat we will have 2 hay carts that can hold 3 bales between them at the pond<br \/>\nbarn.\u00a0 Wee agreed to make trimming\u00a0 and or re-cutting a more direct route for the<br \/>\ntrail behind the pond hay barn a work priority.<\/p>\n<p>In<strong>\u00a0horse news<\/strong>\u00a0Chica Puede is back at the<br \/>\npasture.\u00a0 The Abbotts have given up Pepper\u2019s<br \/>\nhorse space, and the space has been taken by Lisa Jordan, the first member on<br \/>\nthe second horse list who wanted it at this time.\u00a0\u00a0 Both Lisa and Bubbs have found new horses<br \/>\nand \u00a0they will be arriving soon if they<br \/>\nhaven\u2019t by the time you read this.<\/p>\n<p>We<br \/>\ndiscussed the\u00a0<strong>work projects list<\/strong>.\u00a0 Fred had walked the<strong>\u00a0lower forest trail<\/strong>\u00a0and gotten an estimate of 6 hours to clear the<br \/>\n8 or 9 trees blocking it.\u00a0 We agreed to<br \/>\npay to have his friend cut these.<br \/>\nRecently I rode this trail, and while it is passable, it is overgrown<br \/>\nand could use hours of work trimming back the bushes and tree branches that<br \/>\nprotrude over it, as well as hours trimming the ground cover on both<br \/>\nsides.\u00a0 Much of this work for people who<br \/>\nhave immunity to poison oak or can be careful around it.\u00a0 We added re-roofing the<strong>\u00a0lower pasture barn\u00a0<\/strong>to the list, and Lisa and Bronwyn have agreed<br \/>\nto take this on in September&#8211;would anyone like to help them?\u00a0\u00a0 Our neighbor Richard Johnson\u00a0 has offered to help us build a trail from the<br \/>\nlower pasture to the pavilion area.\u00a0 We<br \/>\nagreed to scout it out with him and work on it if the El Toyonal bridge<br \/>\nreplacement, which could happen this fall, is postponed again to next year.\u00a0 We also agreed that someone needs to fix the<br \/>\npavilion gutters.\u00a0 A sentiment was<br \/>\nexpressed that if an important priority on the work project list stays there<br \/>\nwithout being worked on for a long period that the board could consider hiring<br \/>\nsomeone to do the job.<\/p>\n<p>We<br \/>\nreceived a letter from Dan Holmes, approving Cate Hutton as a sponsor for Frosty,<br \/>\nin addition to Linda Furtado\u2019s horses.<br \/>\nWe talked about the policy of leaving props in the ring and agreed to<br \/>\nchange our rule&#8211;as a courtesy to other riders,\u00a0<strong>props must be removed from the ring when you are done using them<\/strong>.\u00a0 As a clarification, we wish to remind members<br \/>\nthat<strong>\u00a0stalls may not be reserved<\/strong>, except<br \/>\nwhen a horse occupying a stall is \u00a0out on<br \/>\na day ride.\u00a0 We decided to have a period this<br \/>\nyear from August 15 until September 1 when your\u00a0<strong>work hours may count for this or for next<\/strong>\u00a0<strong>year<\/strong>.\u00a0 \u00a0We agreed \u00a0that\u00a0<strong>OHA<br \/>\nwould sponsor a trail obstacle<\/strong>\u00a0($25) at the September 14 trail trials being<br \/>\norganized by the Moraga Horseman\u2019s Association as a benefit for two local<br \/>\ndisabled riding programs.<\/p>\n<p>We<br \/>\nfinally have a response to our invitation to \/>\napproved the following revision of the rule:<br \/>\na ember may keep his horse elsewhere, or keep the space empty for a<br \/>\nmaximum of 12 consecutive months, but\u00a0<strong>members<br \/>\nmust have a horse in their space for twelve months out of every twenty four<br \/>\nmonth period.<\/strong><\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>We discussed<br \/>\nextending the work hours allowed future board members for their time spent on<br \/>\nboard work, and agreed to propose the following at the annual meeting for<br \/>\nmembership ratification.\u00a0 In the future,<br \/>\nwe propose that\u00a0<strong>board members be allowed<br \/>\ncredit against their work \u00a0hours requirement<br \/>\nof 1 1\/2 hours per board meeting attended, and credit for any extra hours<br \/>\nworked up to the limit of their clinic to be<br \/>\nheld with Rick Hansen.\u00a0 Unless your horse<br \/>\nis on a more frequent\u00a0<strong>worming<\/strong><br \/>\nschedule that conflicts with this date, all horses must be wormed when they are<br \/>\ngiven their shots. The fall shots are for\u00a0<strong>rabies<\/strong>,<br \/>\nwhich must be given by a licensed veterinarian, \u00a0and \u00a0a\u00a0<strong>flu-rhino<\/strong>\u00a0vaccine to protect against<br \/>\ninfluenza and rhinopneumonitis.\u00a0 If you<br \/>\ngive the flu-rhino shots and worm your own horse, you must show proof of this<br \/>\nto Heather Hafleigh who is monitoring compliance with our vaccination program.<\/p>\n<p>We<br \/>\nfurther discussed the\u00a0<strong>annual meeting<\/strong><br \/>\ncoming up on<strong>\u00a0September 14th.<\/strong>\u00a0 EBMUD will have a representative to discuss<br \/>\nour concerns at the meeting.\u00a0 We will be<br \/>\nhave for our members a new horse list and a new member list, both prepared by<br \/>\nLisa Jordan, as well as the new feeding schedule, prepared by Liz, and the new\u00a0<strong>OHA History,\u00a0<\/strong>written by<strong>\u00a0\u00a0<\/strong>Loren<br \/>\nFurtado, and typed by Marcia Furtado.\u00a0 The<br \/>\nnew member list and the second horse list will be available at the meeting for<br \/>\nyour review. Beverly James and\u00a0 Heather<br \/>\nHafleigh were present.\u00a0\u00a0 In addition OHA<br \/>\nmember Linda Furtado was present and proposed sponsor Cate Hutton .\u00a0 We approved the minutes of the previous<br \/>\nmeeting and the current agenda.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>We moved on to an<br \/>\ninterview with\u00a0<strong><u>proposed sponsor Cate<br \/>\nHutton,<\/u>\u00a0\u00a0<\/strong>(1036 Curtis St.,\u00a0Albany<br \/>\n94706,\u00a0and, most likely,<br \/>\n528-1388)\u00a0\u00a0who will be riding<br \/>\nLinda Furtado\u2019s horses.\u00a0 After she left,<br \/>\nwe approved her sponsorship. A short\u00a0<strong><u>treasurer\u2019s<br \/>\nreport<\/u><\/strong>\u00a0revealed that everything is going pretty much according to<br \/>\nprojections with no unusual expenses so far this year.\u00a0 We\u2019ve got lots of money, but our annual hay<br \/>\nbill, our new fence,\u00a0 and pasture rent<br \/>\ncoming due\u00a0\u00a0 We discussed the\u00a0<strong><u>new fence<\/u><\/strong>\u00a0that was finally built<br \/>\nin the North corral and the upper pasture saddling area.\u00a0 We agreed that, despite taking forever, they<br \/>\nhad done a generally good job, with a few minor items that need attention.\u00a0 Richard Brown had\u00a0 spent 4 1\/2 hours cleaning up after the fence<br \/>\ncontractor, removing wire, fence posts and filling holes that the contractor<br \/>\nshould have taken care of.\u00a0 In addition<br \/>\nthere is metal pipe extending from the top of about 20 of the fence posts that<br \/>\nneeds to be cut off.\u00a0 Although there is a<br \/>\npotentially hazardous metal brace holding up one of the fence posts inside the<br \/>\ncorral near the Wildcat\/El Toyonal section of the fence it was agreed\u00a0 that this was unavoidable because the fence<br \/>\ncurves at that point and the post needed to be braced from inside the<br \/>\ncurve.\u00a0\u00a0 Since the brace is painted red<br \/>\nand is round, members thought that it might not be that hazardous anyway.\u00a0\u00a0 It was agreed that before paying their bill<br \/>\nin full, we will discuss our concerns with them and make a deduction from our<br \/>\npayment to cover the time we have to spend on what should have been their work.<\/p>\n<p>Morris<br \/>\nreported on conversations with\u00a0<strong><u>EBMUD<\/u><\/strong>.\u00a0 Months ago Virginia had cut brush in the<br \/>\nNorth corral to clear a path for the new fenceline fencing off the creek, and<br \/>\nat that time she had promised to run the cut brush through a chipper.\u00a0 Recently, before the meeting, she had<br \/>\nremembered that promise and agreed to come up with the chipper.\u00a0 Shortly after our meeting she came up and<br \/>\nchipped out not only the brush in the North corral, but also the branches that<br \/>\nthe EBMUD paving crew had tossed in the bushes along El Toyonal, the brush cut<br \/>\nin front of the stile, the brush from the Pavilion area, brush form outside the<br \/>\ngate on El Toyonal near Wildcat and some of the new\u00a0 brush<br \/>\ncut when the North corral was refenced<br \/>\nMorris Fred and Sharon helped make a huge pile for her, and somehow she<br \/>\nmanagfed to cut about 95% of all of the accumulated brush.<\/p>\n<p>We<br \/>\nalso went over the chronology, trial and tribulations of the\u00a0<strong><u>electric fence<\/u><\/strong>\u00a0in the pear<br \/>\norchard.\u00a0 Later on , when we checked the<br \/>\nfence that we put up in the lower pasture, we found that several sections of<br \/>\nthe electric fence tape had gone bad&#8211;in places all of the wires woven through<br \/>\nthe nylon had all broken in the same place.<br \/>\nThis may have been the problem in the pear orchard.\u00a0 In any event we still need to pull the<br \/>\nt-stakes out of the ground in the pear orchard and return them to EBMUD who<br \/>\nsupplied them\u00a0\u00a0 The electric fence in the<br \/>\nlower pasture will be taken down four or five days before the horses return to<br \/>\nthe upper pasture to allow the long grass along the road to be grazed.<\/p>\n<p>EBMUD<br \/>\nthanked us for and will consider\u00a0 the<br \/>\nletter Morris sent them proposing to incorporate the pasture land below the<br \/>\nLong\u2019s into our lease, as discussed in the last minutes.\u00a0\u00a0\u00a0 This could happen as early as next<br \/>\nyear.\u00a0 In addition\u00a0 it is possible that our new lease may allow<br \/>\nus to use 100% rather than the current 50% of our lease payments for<strong><u>\u00a0capital improvements<\/u><\/strong>. In<br \/>\naddition the cost of cattle has gone up, so our lease payments will also.\u00a0 This may make it possible to reconsider using<br \/>\nsome part of\u00a0 the land above El Toyonal<br \/>\nas\u00a0 OHA pasture land, since a major<br \/>\ndrawback was the cost of refencing that land.<br \/>\nAnother EBMUD concern, expressed by Virginia after chipping in the North<br \/>\ncorral is our adjacent manure pile.\u00a0 They<br \/>\nmay ask us to\u00a0 turn it into a large<br \/>\ncompost bin, which could be on a trailer as we have previously discussed.\u00a0\u00a0\u00a0 This could be a capital improvements<br \/>\nproject.\u00a0 In any event it\u2019s time to start<br \/>\nthinking about capital improvements projects for the next grazing year, which<br \/>\nbegins in October.\u00a0 If you have any<br \/>\nideas, pleas contact Jane Binder (524-3300).<br \/>\nEBMUD has also asked to be notified\u00a0<strong><u>if<br \/>\ntrees are down on any of the fire roads in our pasture during fire season.\u00a0\u00a0 Please call Morris<\/u><\/strong>\u00a0if you find a<br \/>\ntree down, so that they can be so informed.<\/p>\n<p>We<br \/>\nbriefly discussed the then upcoming, now past Contra Costa County Board of<br \/>\nSupervisors Finance Committee meeting on July 21, which considered the<br \/>\napplication of the Department of Public Works for additional funding to replace<br \/>\nthe<strong><u>\u00a0El Toyonal bridge<\/u><\/strong>.\u00a0\u00a0 The request was turned down, but El Toyonal<br \/>\nneighbor Robin Barens, who attended the meeting along with Mrs. Long,\u00a0 seems to have found a suitable bridge that<br \/>\ncould be put in place within the original budget by November.\u00a0 If not we wait until next summer or fall.<\/p>\n<p>We<br \/>\nnext discussed getting a\u00a0<strong><u>dumpster<\/u><\/strong><br \/>\nto help us clean up the place and decided that even after Virginia\u2019s heroic<br \/>\nchipping effort, there was plenty to go inside it.\u00a0 The dumpster will be near the ring pasture<br \/>\ngate\u00a0<strong><u>August 8, 9, and 10th<\/u><\/strong>\u00a0 and we will need help throwing in the broken<br \/>\npallets, including those at the lower pasture, and upper hay barn, the fence<br \/>\nboards leftover from building our new fence, the leftover brush that Virginia<br \/>\ndidn\u2019t quite get, including some between<br \/>\nthe manure pile and the North corral and the junk from between the tack<br \/>\nshed and the red barn&#8211;boards, wire, fly traps, tubs, bins, old wheelbarrow,<br \/>\netc.\u00a0 There\u2019s also some old junk at the<br \/>\nlower pasture saddling area, and an old broken water tub near the hose in the<br \/>\nlower pasture corral that should go.\u00a0<strong><u>\u00a0The deadline for this completing this year\u2019s<br \/>\nwork hours is August 15th&#8211;so this could be your last chance to add to your<br \/>\ntotal<\/u><\/strong>.<\/p>\n<p><strong><u>Please record all of the hours you have<br \/>\nworked even if you have exceeded your requirement<\/u><\/strong>\u00a0so that we can<br \/>\naccurately chart the number of hours it takes to run our pasture.\u00a0 In the last few years we have taken on<br \/>\nadditional work\u00a0 with fencing in the<br \/>\nlower pasture and pear orchard, and may at our annual meeting, add additional<br \/>\ncredit for the work done by board members, some of whom give extreme amounts of<br \/>\ntime.\u00a0 Next year\u2019s board will have as one<br \/>\nof its first tasks tallying these hours and adjusting the required number of<br \/>\nwork hours if necessary to reflect these changes.<\/p>\n<p>We<br \/>\nbriefly discussed our exit from the pear orchard and setting up the fence in<strong><u>\u00a0the lower pasture<\/u><\/strong>.\u00a0 The horses will say there until August 23rd<br \/>\nor 30th, depending on how long the grass lasts.<br \/>\nWe then discussed<strong><u>\u00a0winter<br \/>\nfeeding<\/u><\/strong>, and decided that it will begin a week early this year on<br \/>\nSeptember 6th\u00a0 due to the lack of grass<br \/>\nin the upper pasture.\u00a0 We agreed to raise<br \/>\nthe required number of feedings to 8 for single-space holders and 12 for double<br \/>\nspace holders.\u00a0 Liz will be calling you<br \/>\nto help work out the schedule in the next few weeks and will have copies at our<br \/>\nannual meeting.<\/p>\n<p>Sharon<br \/>\nWright has a<strong><u>\u00a0new horse, Wayne<\/u><\/strong>,<br \/>\nwho having completed his two weeks in the north corral is now in the lower<br \/>\npasture.\u00a0 There have been complaints<br \/>\nabout<strong><u>\u00a0horses left loose in the ring<br \/>\npasture<\/u><\/strong>.\u00a0 Horses may be left in<br \/>\nthe ring pasture for brief grazing only while the owner is present to supervise<br \/>\nthem.\u00a0 This is so that they do not have<br \/>\nthe opportunity to distract horses and riders using be\u00a0 put in the barn.\u00a0\u00a0\u00a0\u00a0 Jane will be keeping track of personal hay<br \/>\npurchases and has put a new sign up sheet in the red barn.\u00a0\u00a0 This sheet requires you to note the date<br \/>\nthat you have purchase bales from OHA for personal use.\u00a0 We decided to have Lisa arrange for the<br \/>\npurchase of\u00a0<strong><u>group hay<\/u><\/strong>\u00a0 for the winter feeding period\u00a0 later this year.<\/p>\n<p>Morris<br \/>\nreported on conversations with EBMUD regarding trespassers, the Pear Orchard<br \/>\nand the addition of adjacent property to our lease.\u00a0 Jane recently had conversations with two\u00a0<strong><u>trespassers<\/u><\/strong>.\u00a0 One had run up from Camino Pablo through the<br \/>\npear orchard and lower pasture, was informed by Jane that he was trespassing,<br \/>\nand continued up thorough the upper pasture towards Seaview. Jane alerted an<br \/>\nEBMUD crew that at just that moment was creating a fire break below the Long\u2019s<br \/>\nhouse, and EBMUD ranger Scott Hill drove up the hill, confronted the trespasser<br \/>\nand gave him a stern warning.\u00a0\u00a0 About a<br \/>\nweek earlier, pasture neighbor\u00a0<strong><u>Richard<br \/>\nJohnson\u00a0<\/u><\/strong>had approached Jane with his observation of a campsite and<br \/>\nfire-ring, observed when he was riding through the lower pasture.\u00a0 Richard Johnson has always maintained that he<br \/>\nhas been riding through our pasture since he was\u00a0 a boy, since before OHA even existed, and<br \/>\nthat he always will.\u00a0 In light of this<br \/>\nlatest transgression, EBMUD has decided to grant him a sort of\u00a0<strong><u>most-favored- neighbors<\/u><\/strong>\u00a0status,<br \/>\nand allow him (and his family) to ride on our pasture (without their dogs), in<br \/>\nreturn for their reporting such observations as this most recent one.\u00a0 The Board decided to write him a note saying<br \/>\nthat we approve of this arrangement.<\/p>\n<p>Jane,<br \/>\nFred and\u00a0 Morris\u00a0 hiked the three\u00a0<strong><u>parcels of\u00a0 EBMUD land along<br \/>\nEl Toyonal adjacent to our pasture<\/u><\/strong>\u00a0to see if they were appropriate<br \/>\nlands to be added to our lease.\u00a0 Of the<br \/>\nthree,\u00a0 one seemed pretty useless&#8211;this<br \/>\nwas the property formerly occupied by Dave Cleveland between the Long\u2019s and the<br \/>\nJohnson\u2019s lands below El Toyonal. There is a long driveway covered with<br \/>\ndaisies, and the historic old Orinda creamery barn sits on the property.\u00a0 Jane use to keep her horses there before she<br \/>\njoined OHA, but the trail\u00a0 from the barn<br \/>\nto the pasture lands seems to have brushed over, and the only pasture land<br \/>\nseems to be the stretch below the pylon at the very top of the pear orchard<br \/>\npasture.\u00a0 The only practical way to reach<br \/>\nthis land would be to cut the fence between there and the pear orchard, but the<br \/>\ngrassy portion is small,\u00a0 is not adjacent<br \/>\nto\u00a0 any homes, and adding it would make<br \/>\nfinding the horses in the pear orchard even more difficult than it now is.\u00a0\u00a0 We didn\u2019t talk, however, about using Dave\u2019s<br \/>\nold house as an OHA clubhouse.<\/p>\n<p>The<br \/>\nsecond parcel is above El Toyonal adjacent to the upper pasture.\u00a0 The best stretch of this piece is the grassy<br \/>\narea near our fence&#8211;beyond that\u00a0 it is<br \/>\nmostly heavily brushed, with only a couple of small grassy areas.\u00a0 The only good fence on this land is the fence<br \/>\nseparating it form OHA, however&#8211;the rest<br \/>\nof the fence is rusted and barely standing.\u00a0 The cost of re-fencing this parcel would be prohibitive,<br \/>\nand we weren\u2019t sure where the springis located which fills the tank (located<br \/>\njust above El Toyonal) that supplies the Long\u2019s with water.\u00a0 We decided that although there is potential<br \/>\ngrazing here,\u00a0 the work involved in<br \/>\nmaking it safe for our horses makes it an undesirable acquisition at this time.<\/p>\n<p>The<br \/>\nfinal parcel we looked at is the one we decided to ask for.\u00a0 It is adjacent to the lower pasture, just<br \/>\nbelow the Long\u2019s house and includes the area EBMUD had to clear recently of<br \/>\ncreate a fire-break around the Long\u2019s.<br \/>\nIt includes a relatively flat grassy area that could sustain our herd<br \/>\nfor perhaps two weeks in the summer.<br \/>\nSome of it is covered with reeds, but these could revert to more grazing<br \/>\nwithout much work on our part.\u00a0 The upper<br \/>\nparts are mostly fenced, and the\u00a0 bottom<br \/>\nof the useable area drops steeply through forest and brush to the stream which<br \/>\nflows down to the lower pasture and annually washes out the fire-road on the<br \/>\nway to the pear orchard.\u00a0 We found a<br \/>\n1940s Chevy on its side in this stream-bed!<br \/>\nAlthough this fortested area is not fenced off, it did not seem likely<br \/>\nthat horses would wander too far into it&#8211;perhaps just to the edges to seek<br \/>\nshade.\u00a0 Since this land is so close to<br \/>\nthe Long\u2019s we speculated that they would not object to supplying water from<br \/>\ntheir tank to a trough which could be located just below their fence line.<\/p>\n<p><strong><u>The Board decided to propose that we add<br \/>\nthis parcel to our lease<\/u><\/strong>.\u00a0 We decided<br \/>\nto do this on a one year experimental basis with no increase in AUMs or cost to<br \/>\nus, although in the future\u00a0 we could be<br \/>\ncharged for more AUMs (and thus be able to have more horses) as a result.\u00a0\u00a0 We would ask EBMUD to supply a water trough,<br \/>\nto fix the fencing they cut while cutting the fire-break, and a little bit more<br \/>\nfencing at the far end of this parcel, toward the first parcel described<br \/>\nabove.\u00a0 Morris will write a letter to<br \/>\nEBMUD outlining this proposal and it could be included in our lease as early as<br \/>\nnext year.<\/p>\n<p>We<br \/>\ndiscussed the\u00a0<strong><u>work parties<\/u><\/strong>\u00a0to<br \/>\nprepare the\u00a0<strong><u>pear orchard<\/u><\/strong>\u00a0 for our June 21 move.\u00a0 A number of people turned up on June 8th to<br \/>\nrebuild the fence along the fireroad<br \/>\nthat had been removed when EBMUD regraded the road. Thanks to Heather<br \/>\nand James, Ginny, Fred, Lisa, Alice and Richard, Marcia, Jane, and Shirley,<br \/>\nthis fence is virtually complete as of this writing and with additional fence<br \/>\nposts added, is stronger and safer than ever before.\u00a0 On that day, Morris and Jane walked the pear orchard<br \/>\nwith Virginia from EBMUD and plotted the course of the temporary fence, which<br \/>\nwill be the focus of the work party on June 14th.\u00a0 The fence will follow a different path this<br \/>\nyear. cutting the fireroad near the water trough and extending all the way\u00a0 through bushes and trees to the fence<br \/>\nline\u00a0 adjacent to the homes at the far<br \/>\nend of the pear orchard.\u00a0 On June 8th, Virginia<br \/>\ndid some major bushwhacking to provide access to the farthest section near the<br \/>\nhouses, and Morris laid out one wire along the entire fence path and\u00a0 set the first eighteen t-stakes for this<br \/>\nfence.\u00a0 June 14th we will finish the<br \/>\nfence,\u00a0 and cut the grass with the weed-whacker<br \/>\nalong the fence line.<\/p>\n<p>On<br \/>\nJune 21 the horses\u00a0 will\u00a0<strong><u>move to the lower part of the\u00a0 pear orchard.<\/u><\/strong>.\u00a0 This is the flatter part and the vast<br \/>\nmajority of our horse should be able to handle the terrain.\u00a0 EBMUD wants us to turn our horses loose in<br \/>\nthe far corner of the pear orchard near the houses.\u00a0 They will locate and fill a temporary water<br \/>\ntrough there in the hope that the horses might stay there for a day or<br \/>\ntwo.\u00a0 Members will meet at the red-barn<br \/>\nat 10 a.m. to move the first large group down.\u00a0<strong><u>When you move your horse, you must take them to this far<br \/>\nsection.\u00a0 To get there follow the<br \/>\nfireroad\u00a0 past the existing water trough,<br \/>\npast the far gate on Camino Pablo, \u00a0and veer<br \/>\nright and then left to get through the brush and trees.\u00a0 Follow the grass parallel to Camino Pablo and<br \/>\nthen go up the grassy hill before you get to the next line of trees &amp; James.<br \/>\nIn addition to Beverly,\u00a0 Christie<br \/>\nLarner, Heidi Kader, Morris Older, Fred Goff, and Jane Binder were<br \/>\npresent.\u00a0 Heather Hafleigh did not<br \/>\nattend.\u00a0 The\u00a0 minutes of the previous minutes were approved<br \/>\nwith the stipulations that minutes from now on<br \/>\nwill list both absent and present board members, that the amount of<br \/>\ngravel approved for purchase and spreading was<br \/>\n2 yards, and that members be reminded that letters from both the member<br \/>\nand a potential sponsor are required for the board to consider approval of a<br \/>\nsponsorship arrangement.\u00a0 Fred began the<br \/>\nmeeting by reporting that\u00a0<strong>rufus<br \/>\nhummingbirds<\/strong>, rare in our area, have been spotted at the red gum eucalyptus<br \/>\ntrees in the upper pasture near the north corral.<\/p>\n<p>The<strong>\u00a0move from the lower to the upper<br \/>\npasture\u00a0 January 11<\/strong>\u00a0went well,<br \/>\nalthough a lock was lost in the mud near the upper pasture gate, and someone<br \/>\nleft hay just inside the gate to the upper pasture.\u00a0 This is a serious safety problem as one flake<br \/>\nthrown where the entire herd can get to it can cause fights, which when near a<br \/>\ngate can cause even more serious injury.\u00a0<strong>\u00a0Feeding ended a week early<\/strong>\u00a0when the horses<br \/>\nstopped eating the hay that was put out and it became harder to find hay that<br \/>\nhadn\u2019t been ruined by the storms blowing through the cracks of the hay<br \/>\nbarn.\u00a0 Accordingly we decided to look<br \/>\ninto ways of\u00a0<strong>covering the triangular<br \/>\ngaps above the side walls of the hay barn<\/strong>, to\u00a0<strong>stack the hay on two layers of pallets next year<\/strong>, and to\u00a0<strong>have a work party March 9 to remove moldy<br \/>\nhay and otherwise clear out\/clean up the barn<\/strong>.\u00a0 As of the meeting a salt block had not found<br \/>\nits way to the upper pasture.\u00a0 We agreed<br \/>\nto buy 4 salt blocks and since the meeting one has been put up in the upper<br \/>\npasture.\u00a0 Since the meeting also the\u00a0<strong>star thistle bags have been removed<\/strong><br \/>\nfrom the Seaview trail fence line&#8211;22 bags, including one that had blown down<br \/>\nthe hill from the gate area.<\/p>\n<p>We<br \/>\nnext discussed the\u00a0 upcoming\u00a0\u00a0<strong>vet<br \/>\nclinic.\u00a0 Dr. Parker will be up on<br \/>\nSaturday March 22<\/strong>\u00a0at 10 a.m., and there will also be a dental clinic with<br \/>\nequine dentist Ben Koertje at the same time.<br \/>\n<strong>Dr. Hansen will be doing a vet<br \/>\nclinic at 9 a.m. the following Saturday, March Magazine focusing on different aspects of horse care<br \/>\nthat are hanging in the tack shed.\u00a0 She<br \/>\nis willing to make you your own personal copies of these cards at $.75 to cover<br \/>\nher duplication\/lamination costs.\u00a0 In the<br \/>\nfurther interests of sharing knowledge, she also has suggested that if anyone<br \/>\nhas articles on nutrition, training, medical or other horse issues that they<br \/>\nparticularly like, they could make copies and lea e them in the shed for others<br \/>\nto peruse.\u00a0 Also note that our medical<br \/>\nbox noiw cointains human first aid meaterials.<\/p>\n<p>We<br \/>\ntalked about<strong>\u00a0buying more OHA hay<\/strong>\u00a0for<br \/>\nthe personal use of members.\u00a0 There was<br \/>\nsome confusion as to how much hay was still in the red barn, so we decided to<br \/>\nhold off on buying more until what turned out to be over 20 remaining bales are<br \/>\nnearly used up. Morris agreed to contact EBMUD<br \/>\nregarding downed trees and broken fences along Wildcat Canyon Road, and by the<br \/>\ntime he called them, they had already repaired two of the most obvious breaks<br \/>\nand were looking to see if there are any others.<\/p>\n<p>Other items referred to<strong>\u00a0EBMUD<\/strong>\u00a0include the\u00a0 collapsed fence adjacent to the gate on El<br \/>\nToyonal at the Pavilion area, the broken and cut (in one place) fence\u00a0 along Seaview Trail, and two trespassers who<br \/>\nwere kind enough to supply us with their names and phone numbers.\u00a0 Beverly gave us a quick<strong>\u00a0financial report<\/strong>\u00a0for November and December&#8211;there were no unusual<br \/>\nexpenses, and as of January 8, all but two members had already paid their<br \/>\ndues.\u00a0 Jane reported no progress on the\u00a0<strong>fence construction<\/strong>\u00a0at the upper pasture<br \/>\nsaddling area and it is still unclear when the fence will be built.<\/p>\n<p>We briefly discussed the\u00a0<strong>injury to Rascal<\/strong>\u00a0who fell into the<br \/>\ngorge cut by the creek\u00a0 under the shade<br \/>\ntrees near the top of the lower pasture.<br \/>\nFound by a dog, the path cleared out by Maya McCoy\u2019s father wielding a<br \/>\nchain saw. Rascal was walked over to the upper pasture and seen by a vet in the<br \/>\nabsence of the Tripps who were on vacation. He lost a couple of chunks of<br \/>\nmuscle on his chest and on his side, but as large and serious as the wounds<br \/>\nlooked is expected to recover fully.<br \/>\nNumerous people chipped in to take care of\u00a0 Rascal both before and after the Trips<br \/>\nreturned, in a good show of pasture solidarity and community. This incident<br \/>\nunderscores<strong>\u00a0the importance, however,<br \/>\nof\u00a0 counting the horses whenever the herd<br \/>\nis fed to be sure that they are all accounted for and that none is lying in a<br \/>\ncanyon somewhere desperately awaiting to be rescued.<\/strong><\/p>\n<p>Jane reported on the\u00a0<strong>December 7<br \/>\nwork party<\/strong>\u00a0to prepare the lower pasture for the herd.\u00a0\u00a0 All went smoothly as Jane, Morris, Ned and<br \/>\nLisa removed the fence and made some<br \/>\nfence repairs along El Toyonal.<br \/>\nThe next day Renee checked on the<br \/>\nfence and water trough below.\u00a0\u00a0<strong>Thanks also to Heather Hafleigh<\/strong>\u00a0for<br \/>\nspreading gravel at the green gate and elsewhere, and\u00a0<strong>to Eddie<\/strong>\u00a0for fixing the hinge pin on the broken pavilion stall<br \/>\ndoor,<strong>\u00a0and to Morris<\/strong>\u00a0for fixing the<br \/>\ngate from the Pear Orchard to Camino Pablo.<\/p>\n<p>We moved on to discuss<strong>\u00a0the rule requiring members to be 21 years<br \/>\nof age<\/strong>\u00a0that the current board added back into the rules when they were<br \/>\nrecently reprinted.\u00a0 Apparently this rule<br \/>\nis part of our by-laws and thus has always been part of our rules, although it<br \/>\nwas not explicitly listed as part of the rules and regulations for the last few<br \/>\nyears, and in fact two members were admitted who were below that age when they<br \/>\njoined.\u00a0 Heather Felt, one of those<br \/>\nmembers, spoke forcefully for revising this rule, noting that there are<br \/>\ncertainly individuals who at 18 are far more mature and responsible than some<br \/>\npeople who are much older, including perhaps some older pasture members, and<br \/>\nseveral board members agreed that her point was well taken.\u00a0 We agreed to check into whether there are<br \/>\nlimitations or rules in our insurance<br \/>\nand in our CSHA membership on this matter, and to consider later in the<br \/>\nyear whether it would be appropriate to submit this to the membership at our<br \/>\nannual meeting as a revision to our by laws.<br \/>\nSuch a revision would require a majority of all members (not just those<br \/>\npresent), voting for it.<\/p>\n<p>Moving from the young to the old the<br \/>\nBoard considered a\u00a0<strong>request to waive the<br \/>\nwork hours requirement for older\u00a0 members<\/strong><br \/>\nwho may be physically unable to perform the chores that they once were able to.<br \/>\nThe Board decided not to grant this request, noting that there are some<br \/>\nphysically non-demanding jobs to be done, that<br \/>\nthere are the options of paying for work hours or having a sponsor take<br \/>\nthem on, that there is no precedent for waiving this requirement, and finally<br \/>\nthat there are numerous examples of members who when the time came relinquished<br \/>\ntheir membership.<\/p>\n<p>There was a brief report from\u00a0 the board subcommittee appointed at the last<br \/>\nmeeting, which approved the request for<strong><br \/>\nsponsorship<\/strong>\u00a0of Heidi Kader\u2019s horse by Joan Dalzell.\u00a0\u00a0 This led to a discussion of sponsorship<br \/>\nissues in general.\u00a0 It was agreed that<br \/>\nmembers looking for a sponsor, or potential sponsors looking for a horse should<br \/>\ncontact the secretary, who will act as a matchmaker whenever possible.\u00a0 (I have since received a call from Cindy<br \/>\nFluker, 526-6657, who was sponsoring Georgia\u2019s Dusty but after some problems\u00a0 is looking for another horse to sponsor).\u00a0 We also agreed that the Board should\u00a0<strong>review all sponsors<\/strong>\u00a0at the meeting<br \/>\nprior to June 15,\u00a0 the date when sponsors<br \/>\nfees\u00a0 are<br \/>\ndue to the association.\u00a0 Accordingly<br \/>\nwe\u00a0<strong>agreed to change rule Corral and Saddling Area Fence\u00a0<\/strong>\u00a0work has been scheduled\u00a0 for the first week in December, and the rest<br \/>\nof the hay for feeding in the lower pasture should be (and was) delivered\u00a0 by Thanksgiving.\u00a0 EBMUD invited us to the opening dedication of<br \/>\ntheir new watershed building on Nov. 22&#8211;Jane &amp; Morris were fortunate to be<br \/>\nable to attend.\u00a0 Rod Tripp did confirm<br \/>\nthat we must<strong>\u00a0take down the lower pasture<br \/>\nportable fence<\/strong>\u00a0before we move the herd into the lower pasture on Dec. 14,<br \/>\nand so we scheduled a<strong>\u00a0work party<\/strong>\u00a0for<br \/>\n10 a.m. Saturday\u00a0<strong>December 7th<\/strong>, to<br \/>\naccomplish that task and to otherwise prepare the lower pasture for the arrival<br \/>\nof the horses.<\/p>\n<p>Beverly<br \/>\ngave a brief report of our financial activity so far this grazing year ( since<br \/>\nOctober 1)&#8211;everything seems to be normally proceeding according to plan so<br \/>\nfar.\u00a0 Fred\u00a0 told us that Loren Furtado is excited about<br \/>\nproducing an\u00a0<strong>OHA History,\u00a0\u00a0<\/strong>and he has been loaned our minutes dating<br \/>\nback to our founding to assist him with that job.\u00a0 Heidi offered thanks to those who helped us<br \/>\nmove the<strong>\u00a0manure pile<\/strong>\u00a0from the<br \/>\nsaddling area to the ring,\u00a0\u00a0 and Beverly<br \/>\nwrote up a letter with suggestions for more orderly management of the manure<br \/>\npile that will be discussed at a future date.<br \/>\nBeverly also reminded us not to put large chunks of rotting hay in the<br \/>\nmanure pile&#8211;somebody had dumped a few<br \/>\nentire bales in there this last year, and they don\u2019t transfer well to<br \/>\nthe arena.<\/p>\n<p>We agreed<br \/>\nto send a sympathy card to Lens,\u00a0 who on<br \/>\nNovember 8th lost\u00a0<strong>Katie<\/strong>\u00a0to a severe<br \/>\ncolic&#8211;she will be missed by all of us, members and horses alike., and we<br \/>\nwanted to express our undivided concern for the loss he has endured.<\/p>\n<p>With Katie<br \/>\ngone, this brings our<strong>\u00a0herd count to 33<\/strong>,<br \/>\nwith Freckles, Pepper and Leo elsewhere for the time being, and\u00a0<strong>\u00a0\u00a0<\/strong>Lens<br \/>\nand Sharon Wright holding empty spaces.<br \/>\nWhen you feed it should be possible to count to this number by including<br \/>\nany confined horses and horses that may be out riding while you are feeding.\u00a0 We were reminded to feed\u00a0<strong>from the top of hay pile<\/strong>\u00a0at the pond, and to use the bales on the<br \/>\nleft as you enter first, as that is where rain is most likely to blow in.\u00a0\u00a0 Also remember that we require that two adult<br \/>\nmembers be present at all feedings&#8211;no exceptions.\u00a0 We did want to reconstitute the\u00a0<strong>emergency 21.\u00a0 If you wish to use Dr. Hansen, you must<br \/>\nnotify Marcia Furtado so that she can let Dr. Hansen know how many shots to<br \/>\nbring with him.\u00a0 Two shots are required<br \/>\nfor all horses at this time&#8211;<strong>rabies<\/strong>,<br \/>\nwhich by law can only be administered by a licensed veterinarian, and a\u00a0<strong>flu-rhino<\/strong>\u00a0combo shot.<\/p>\n<p><strong>Feeding<\/strong>\u00a0will begin on September<br \/>\n15th.\u00a0 The board discussed feeding at<br \/>\nlength and wanted to remind everyone to check how many horses are not in the<br \/>\nherd and feed accordingly.\u00a0<strong>\u00a0Start with 3 bales for the entire herd<\/strong>,<br \/>\nand subtract 1 flake ( 3.5-4\u201d thick, or<br \/>\n1\/12 of a bale) for each horse in a stall or paddock.\u00a0 So if 6 horses are confined off the pasture,<br \/>\nfor example, feed 2 1\/2 bales.\u00a0\u00a0<strong>\u00a0Use<br \/>\ncommon sense<\/strong>, however in approaching this and all other guidelines&#8211;if it<br \/>\nis extremely cold and\/or rainy, consider feeding an extra 1\/2 to 1 bale.\u00a0 During the time we are able to feed\u00a0 from trucks, do not feed near the<br \/>\npond&#8211;instead\u00a0<strong>feed along the upper road<\/strong>,<br \/>\neither near the forest or near the fireroad up to the Seaview gate into Tilden<br \/>\nPark.\u00a0 This will help to preserve the<br \/>\nhillside above the hay barn near the pond and, if we alternate where we feed,<br \/>\nmake it easier to\u00a0 get the hay out before<br \/>\nthe horses descend on you.\u00a0 When you<br \/>\nfeed, please\u00a0<strong>sign on the clipboard<\/strong><br \/>\nwhich will be in the\u00a0 white<br \/>\nshed.Indicate\u00a0 when and how much you have<br \/>\nfed&#8211;this information is valuable to members who may be riding or removing<br \/>\ntheir horses from the pasture.\u00a0 When we<br \/>\nstart feeding from the pond haybarn, the clipboard will moved up there.\u00a0 If you have traded days, or are somehow not<br \/>\nthe person listed to be feeding that day, make sure to list your name on that<br \/>\nform.<\/p>\n<p>A recent phone call to the county has disclosed<br \/>\ntheir\u00a0<strong>bridge replacement plans<\/strong>.\u00a0 Because the bid for replacing the bridge on<br \/>\nEl Toyonal came in at double their budget, the bridge will not be replaced<br \/>\nuntil next year.\u00a0 However within a few<br \/>\nweeks, EBMUD will be grading the wash-out area and the county will remove the<br \/>\nbridge decking and replace it with a new surface so as to provide an emergency<br \/>\npedestrian evacuation possibility this winter.<br \/>\nThe bridge will still be officially closed to all traffic (as it is<br \/>\nnow), and closed to equestrian use.<\/p>\n<p>Our\u00a0<strong>EBMUD<br \/>\ngrazing plan<\/strong>\u00a0and capital improvements<br \/>\nfor 1995-96 have been approved, and our 1996-7 grazing plan is being<br \/>\ndrawn up by EBMUD.\u00a0\u00a0 Our capital<br \/>\nimprovements for both years , the fencing in the North Corral and upper pasture<br \/>\nsaddling area,\u00a0 will be able to be<br \/>\nimplemented once next year\u2019s plan has been formally approved.<\/p>\n<p>Concerns about the<strong>\u00a0hawk banding project<\/strong>\u00a0were expressed by several board members.\u00a0 In little more than a week since Stan Moore<br \/>\nhas had his fence up, the fence has been broken on several occasions,\u00a0 and<br \/>\nwithin his fenced off area are conditions Dec. 31&#8211;last day to postmark dues without late penalty applying<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The\u00a0\u00a0OHA Board of Directors\u00a0\u00a0met on October 16 at the home of Heidi Kader.\u00a0\u00a0Present were\u00a0\u00a0Heidi Kader, Christie Larner, Jane Binder, Fred Goff,\u00a0\u00a0Beverly James, and Morris Older.\u00a0\u00a0All OHA board meetings are open to all members and this time you all missed some great food prepared by Jan Kader.<\/p>\n<p>We began the meeting with an interview of prospective\u00a0<strong><em>sponsor Cindy Fluker<\/em><\/strong>.\u00a0\u00a0After a period of extensive questioning, she left and we decided to accept her as a sponsor for Georgia William\u2019s Dusty.\u00a0\u00a0Cindy lives at 1711 Bridge Ave, Oakland 94601 and can be reached at\u00a0\u00a0home at 536-6543 or at work at 526-6657.\u00a0\u00a0She would love to find someone who\u00a0\u00a0likes to ride on Tuesdays.\u00a0\u00a0We then decided to end the extended probationary period of\u00a0<strong><em>Anna Johnson,\u00a0<\/em><\/strong>who is now a full, proprietary member, and to allow\u00a0<strong><em>Sharon Wright<\/em><\/strong>\u00a01 year from the date (7\/17\/96)\u00a0\u00a0that Gunner left the pasture,\u00a0\u00a0to put another\u00a0\u00a0horse in her space.\u00a0\u00a0We made due note that Leo,\u00a0<strong><em>Ginny Conte\u2019<\/em><\/strong>s horse will be leaving the pasture probably by the time you read this and will return in mid-February.<\/p>\n<p>Our grazing plan and capital improvements budget for this and last year has been approved, signed and delivered to EBMUD, so our<strong><em>\u00a0fence work<\/em><\/strong>\u00a0in the N. Corral and upper pasture saddling area will begin in mid-November.\u00a0\u00a0We decided to go with the horse mesh rather than more tensile wire fencing.\u00a0\u00a0We will try to have the fence built a couple of feet from the old fence before the old fence is removed so that the horses will be kept out of the saddling area.\u00a0\u00a0If you\u2019d like any of the lumber that will be removed from the old fence, let Jane know so that you b3e informed as to\u00a0\u00a0which days it might be available before it is removed.<\/p>\n<p>Morris gave an update on discussions with\u00a0<strong><em>EBMUD<\/em><\/strong>.\u00a0\u00a0We continue to be, as we have for about four years, on a month to month\u00a0<strong><em>lease\u00a0<\/em><\/strong>with them&#8211;this has been pending completion of the watershed master plan, which is now being printed.\u00a0\u00a0When they have filled\u00a0\u00a0the rest of their vacant cattle leases, they will be preparing a new lease for all their properties and we will get another longer term lease.\u00a0\u00a0One thing the board won\u2019t have to spend time on this year will be the capital improvements plans, since the previous board has already taken care of that for this year.\u00a0\u00a0Concerns were expressed about the work done to El Toyonal and the bridge.\u00a0\u00a0Although the bridge is still officially closed to all but emergency traffic, EBMUD removed all the signs on the Wildcat side of the bridge when the work was done.\u00a0\u00a0In addition the removal of the\u00a0\u00a0barrier from Wildcat makes it possible for cars to drive all the way to the bridge.\u00a0\u00a0This creates a situation where if someone leaves the bridge open for a minute or two, some uninformed person could drive down the road, disappear from view and get locked in when somebody leaves.\u00a0\u00a0To avoid this situation, we have asked EBMUD to replace the signs and the barrier where they used to be.\u00a0\u00a0We await their reply.<\/p>\n<p>Everybody who\u2019s feeding should know that as of October 14,\u00a0<strong><em>hay for the herd should come from the barn at the pond.<\/em><\/strong>\u00a0\u00a0Otherwise we will run out of hay in the red barn and end up with moldy bales at the pond.\u00a0\u00a0We are expecting more hay for the lower pasture soon.\u00a0\u00a0\u00a0Hay in the red barn will be for individual feeding only&#8211;remember to buy it by the bale, and take individual flakes only when your horse is confined in a stall or paddock.\u00a0\u00a0We will have an OHA bale tag on what should be the only open bale of\u00a0\u00a0hay for you to take your flakes from.\u00a0\u00a0We briefly discussed the importance of the\u00a0<strong><em>pasture census form and the importance of signing your horse in and out.\u00a0\u00a0<\/em><\/strong>EBMUD carefully monitors how many horses are grazing on the pasture based on our monthly reports based on\u00a0\u00a0the pasture census forms and we are charged accordingly.\u00a0\u00a0<strong><em>If you write down when your horse is not grazing on the pasture, we pay less rent,<\/em><\/strong>\u00a0\u00a0so get with the program.\u00a0\u00a0Stan Moore, the<strong><em>\u00a0hawk man,<\/em><\/strong>\u00a0has packed up and left early.\u00a0\u00a0\u00a0He only caught 12 hawks and was disappointed with the effort\/returns ratio.\u00a0\u00a0The<strong><em>\u00a0feral pig\u00a0<\/em><\/strong>has moved on to greener pastures-as his note at the pavilion says, he tried of our meager offerings and found people who know what a pig likes to eat.\u00a0\u00a0EBMUD does not know where he went.<\/p>\n<p>We then discussed\u00a0<strong><em>our budget for the upcoming year<\/em><\/strong>, prepared in painstaking detail by Beverly James.\u00a0\u00a0The budget is included in this mailing with a\u00a0<strong><em>final financial report for\u00a0\u00a01995-96<\/em>.<\/strong>\u00a0\u00a0Only a couple of minor notes here are necessary to help explain the numbers.\u00a0\u00a0The amount listed for rent\u00a0\u00a0is actually the total for our capital improvements and our rent.\u00a0\u00a0We will get credit against our rent this year for both our 1995-6 and 1996-7 capital improvements, a.k.a. the fence.\u00a0\u00a0The income for individual hay should be compared with the expense for individual hay, and we kept the budget for weeding high in case there\u2019s an unexpected bumper crop of fiddleneck next spring.\u00a0\u00a0Otherwise it looks like the association rolls along in fine form, paying its bills, and watching its bank account slowly grow.<\/p>\n<p>We discussed the\u00a0<strong><em>rules and regulations<\/em><\/strong>, enclosed with this mailing.\u00a0\u00a0The previous board had put a lot of time and effort into these, so we were able to get by with minor changes only.<strong><em>\u00a0<\/em><\/strong>The five\u00a0\u00a0work hours to be worked by each\u00a0\u00a0member were changed to should, rather than must, in accordance with the boards\u2019 minutes reporting this motion last year.\u00a0\u00a0The section on moneys was incorporated into\u00a0\u00a0the work hours and member\u00a0sections.\u00a0\u00a0The requirement that new members be at least 21 was added back into the rules, and a provision detailing the return of work deposit moneys to departing members was added.\u00a0\u00a0The list of vaccines was altered to eliminate brand names of vaccines since vets often disagree on which are most appropriate and there were a few other minor wording changes made to clarify our rules.\u00a0\u00a0I have printed the rules and regulation in a new format to encourage you to review them and keep them handy when you have a question.<\/p>\n<p>We began discussing a few other issues that will be discussed at future board meetings.\u00a0\u00a0We began filling in a planning grid calendar to help us keep track of when things need to be done throughtout the year.
