Worming  Reminder

Horses need to be wormed a minimum of 4 times. It is recommended that they be wormed more often. Check with your veterinarian.

  Work Hours

Eddie will be tallying work hours. The work hour book will be out of the shed for a couple of days. (9/17 to 9/23)  but it will return If you need to update your work hours during that time, please email Eddie with them

 Proposed Pasture Rotation

Plateau Pasture (current location) until Oct. 20.  8 weeks on this pasture. Feed from red hay barn with trucks starting Sept. 15th.

Pond Pasture Oct. 20 – Dec 15.  8 weeks.  Feed from red barn and Pond hay barn.

Lower Pasture Dec 15 – Jan. 26. 6 weeks.  Feed from road and LP hay enclosure.

Upper Sullivan Ranch Pasture Jan. 26 – Feb 16. 3 weeks.  Hopefully grass will be sufficient and we will not need to supplement hay.

Pond Pasture Feb 16 – TBD. Pond Pasture will have rested 9 weeks by Feb 16.

This frequent rotation is at EBMUD’s request and supports good pasture management.

Heather will let Penny know our concerns. We will propose putting in a fence line along the edge of the forest to keep the horses away.

Strangles vaccination is no longer mandatory, but is available at the vet clinics for any horses at risk of exposure—your vet may recommend this vaccination, especially if your horse travels to other barns and competitions. Please seek your vet’s advice.

 Feeding

Analysis of past feeding hours showed a gap in the number of feedings needed and those covered by current scheduling. To more adequately cover the feeding season the board voted to increase feedings for second horse to 16 feedings per year.

 

Therefore the updated feedings per year are as follows

  • 1 horse: 8 feedings per year.
  • 2 horses: 16 feedings per year.

   Legal IssuesThe board has decided to purchase directors’ insurance. Most non-profit organizations in our day and age do this to protect not only the board members, but also the organization. 

Unfortunately this year the board has had to deal with several lawsuit threats from

various members. This is not the first time that this has happened in the history of the pasture, but the stress and time spent dealing with the threats has taken an enormous toll on this board. Not only were we concerned about personal liability but also about the possibility of bankrupting and thus destroying the organization. Our pasture is such an amazing and wonderful place. The idea that we could possibly lose it was unthinkable.  As a result, we decided to seek legal advice to find out exactly how worried the organization should be about such threats.

Elise and Bubs met with Charles Drexler, Attorney at Law on Wednesday July 11. Mr. Drexler kindly donated one hour of his time to give us advice. Below is a quick summary of what we learned.

  • Individual board members would not be liable when acting as a board member unless there was criminal intent.
  • The board could indeed be sued, however, and even if the lawsuit was thrown out of court, lawyer’s fees would quickly bankrupt he organization
  • He highly recommended director’s insurance. This would pay for lawyer’s fees (and damages, if so needed) and protect us from losing our pasture.
  • He also recommended some revisions on our release forms and some updates to the language in our Articles of Incorporation.

 

The board had extensive discussion, representing varying viewpoints, on the subject of purchasing directors’ insurance. Weighing both the membership cost implications and the viability of engaging members in board of directors’ responsibilities as well as protecting the longevity of the association, the board voted to purchase directors’ insurance. This will have an impact on membership dues and the board will inform the membership once we have the insurance company quote.

 

We reviewed a new draft of our release/waiver form and agreed on some revisions.

 

We also agreed on putting together a draft of changes in the Articles of Incorporation for the membership to vote on

Treasurer’s Report Accounting The current bank statement, checkbook and Quicken file are balanced  to the penny as usual.  We re on budget in all expense categories so  far.  Personal hay Bills were sent out for personal hay payments due for hay used from  March 2006 – June 2007.  Taxes We pay a tax on land improvements.  At the request of Morris I phoned  the tax office to inquire whether we need to pay this tax since all  improvements, according to our lease, are the property of EBMUD.  I  was told that we do need to pay this tax as tenants unless the lease  specifies that EBMUD will pay it.  We have been paying this tax for  about 10 years.  I am assuming we need to and paid the bill – $64.00.  Associate Members Dues If you have not done so already please send your $50.00 dues payment  for June 2006-June 2007 to the P.O. Box.  EBMUD Update  

  • Gate in lower pasture not to be opened yet
  • Will ask Penny to check the level of the pond and the pipes from tank to pond

  • Due to the horrific crash in Marin County the goats’ arrival was delayed several days

Board Minutes June 27, 2007 Present: Bubs, Bronwyn, Heather, Cheryl, Erica, Elise, and Alice Absent: Eddie Please note that there is a questionnaire at the end of these minutes. Please take the time to answer it. Preface     The board would like to thank all the members who responded about feeding. At the meeting we discussed the importance of being respectful of everyone’s opinion.  We understand some members’ request to continue feeding alfalfa. Alfalfa is high in calories and protein. This extra nutritional boost may be helpful to some of our horses. Alfalfa is also what we have traditionally fed our herd and there is security in continuing with what we have always done.      However, our understanding is that a horse’s diet should not contain more than 15% alfalfa as a baseline amount. Understandably, it is out of the question to assess how much grass versus hay our horses are getting during the winter. This can only vary from horse to horse and even day to day and is impossible to measure.  It is also impossible to determine, in retrospect, what were the causes of colic in the past, (though it is established that alfalfa is a low fiber feed and can cause impaction colic) or whether any of our horses that have died from colic, did so due to an enterolith (they would have needed to have been autopsied at the time). We do know, however, that a high fiber diet helps prevent colic and that it also helps keep horses warm due to the digestive processes in their guts (certainly a benefit in the winter months!). After taking all of this into consideration, the board has decided to try feeding an alfalfa/blue grass combination this year. Our herd eagerly devoured such hay for three weeks at the beginning of the 2006 feeding season with no more recognized bickering than usual. Herd FeedingThe board voted that this year we should try feeding an alfalfa/blue grass combo (25-30% alfalfa) and that if the horses start to look thin, we will increase the amount we are feeding. At the end of the feeding season, we will assess how well this worked. Personal HayThe board agreed to only buy personal hay for people who pre-buy hay. There will be a sign up sheet in the red barn for those who wish to pre-buy. The cost is anticipated to be $17 a bale. After signing up, please send your checks to the treasurer c/o the p/o box in Orinda. Needs to be paid for by August 1st. Confined HorsesThere will continue to be hay in the red barn reserved for feeding confined horses their “herd flake”.  Hay PurchaseTherefore, we will be purchasing 500 bales plus any pre-ordered hay. This will cover feeding from mid August to the end of January.  Feeding Procedures and Guidelines

  • Spacing flakes 25-30 feet apart is mandatory
  • Two adult members must feed.
  • Feeding should occur during daylight but preferably in the late afternoon so that the horses can know when to expect it
  • Check individual horses looking for injuries and to make sure that every horse is eating
  • Count to make sure no horses are missing. (Need to have knowledge of who is in the herd and who is vulnerable).
  • Hay needs to stay off of fire trails and away from the edge of the pond (EBMUD request)
  • Hay needs to be checked and any moldy flakes discarded in an appropriate manner.
  • (Suggestion- There will be a sign out for people who take their horses out of the herd even just for a ride.)
  • It is advised that feeders bring their cell phones to contact owners of injured/sick horses

The secretary wishes to apologize as to the wording of these guidelines. She had already recycled (long ago) her feeding schedule from last year that had the “official” guidelines and was unable to (quickly) find a member who had a copy. They were not on the website. If anyone sees that I have made a mistake, please let me know. I think that this is pretty correct though. The board discussed the possibility of letting members volunteer to feed as opposed to making feeding mandatory. We want all feeders to embrace all the guidelines. If you had the option to choose to feed (within the guidelines) or to do your “feeding work hours” another way, what would you choose? We need to know who would like to feed (and if so, how many feedings?)Please contact Bubs (bubskmas@comcast.net or (510)527-2032) and let her know whether you would like to feed or not`. OHA May Board Minutes

Clarification to March 6 Board MinutesThe revised work hours requirement will not be effective until September 2007, so this will be implemented with the September 2007  2008 work hours year. Treasurer ReportWe currently have $18,700 so we are in good shape to pay our lease payment and for the goats. Plan for LP Pipeline Project (Approved as a capital improvement)Pipeline will go above ground along El Toyonal. This project is being organized by Renee and Kandy. Work parties will include placing stakes to anchor the pipe; digging at junction point in lower pasture corral; securing pipe over bridge in protective sleeve; laying and joining pipe. At present we are working on getting the 800 feet of pipeline to the pasture. This project needs to be finished by July 7 when the horses return to the Lower Pasture.  Plan for new UP Cross fence Project (Approved as a capital improvement)

EBMUD update·        Move date back to UP weekend of March 17·        Gate repair hasn’t happened yet. Our rep will contact Penny.Capital Improvements·        Upper pasture cross fence is expected to cost $1,640. Erica will walk the pasture with Penny to determine the route of the new fence. Morris will help Erica coordinate the project.·        Replacing water line to the lower pasture- We are in favor of doing the work ourselves as getting bids hasn’t worked in the past and we want to get on with this important project.  Revised Work Hours Requirement   The board is extremely grateful for all the members who gave us feedback on the work hours requirement. After much discussion the following was agreed upon-

  • Members with one horse will now be required to work 25 hours per year.
  • Members with two horses will now be required to work 40 hours per year.
  • The board will be reorganizing the task list to offer guidelines as to what tasks are most important e.g. weeding, plumbing and fences. Members are encouraged to put in at least ten hours a year in these categories.
  • There will be no requirement to participate in formal work parties, though members are encouraged to do so.
  • The board will enforce the membership rule requiring members do at least fifty percent of their work hours themselves over a two-year period. Members not complying with this rule will be put on probation.
  • There will be no work hours requirement for associate members.

We also discussed the work hours deposit and the reimbursement rate for unworked hours at length, but did not reach a conclusion. We will continue the discussion at the April meeting. Second horse spaces per adult in family units      Adult partners of members are welcome to apply for their own membership and go on the waiting list.  

Member/Horse spaces

  • Alison Martin, who would have been up for membership vote this month, has retired Vista to another facility. While she is looking for another horse to keep at OHA, she will be putting Kajima in her space and will be involved in riding/caring for him. The board wishes to support her in caring for Vista without having to rush into finding another horse. The agreement will be reviewed in six months and her probationary year has been extended and will be reviewed next March.    
  • Frank’s space will be going to Kim.

Limited Riding Partners

Test run suggested for a limited riding partner namely a temporary riding partner up to two visits to the pasture (for horse sale, one time visit to ride, etc)

An application and a signed waiver must be submitted to the membership secretary (currently Fred), and the membership secretary must notify the board that the paperwork has been received before a temporary riding partner can visit the pasture.

We will waive the riding partner fee for up to two visits.

WORK HOURS DISCUSSION

A Summary of Opinion so far

2/19/07

Agreements

 

1. some increase is needed in the number of hours required. 1st horse space increased to 25 hours/year from 24 hrs/year.

2. the hourly rate for reimbursing un-worked hours needs to be increased to reflect the increase in wages and insurance.

3. we want to prioritize work on the most important tasks – mainly: fencing, maintenance of water supply, weed control.

Disagreements (a) vs (b)

1. 2nd horse space hours:

a.) should be equal to 1st space : 25 hours/year, OR,

b.) should be increased to 15 hours/year

2. associate members’ work hours:

a.) associate members (at least the ones who sponsor a horse and ride) should contribute 5 work hours/year in addition to the hours they may contribute to the sponsoring proprietary member, OR,

b.) should be a private arrangement with the sponsoring proprietary member

So far opinion is pretty evenly divided on the two points of difference.

Additional proposals

 

1. guideline: a minimum of 10 hours of a members’ required work hours in the priority areas of fencing, water supply, weed control, and other high priority task list items.

2. tiers of reimbursement for work hours not performed Bronwyn is writing this up. A base rate of $25/hour is proposed.

So… should we

1. (a) Increase work hours for one horse from 24 to ___ hours

(c) ___ Make such increases for this year only to meet current needs;

re-vote after one year.

2. Increase fees owed for any work hours not done from current $15/hr to

Second horse spaces per adult in family units?

A proposal has been made to allow second horse spaces per adult in family units without requiring the second adult to go on the waiting list and get their own membership. This would allow each adult in a family unit to have up to two horses.

On January 4 a preliminary meeting was held about work hours. Morris, Bronwyn, Alice and Cheryl were present. This summary was reported back.·        Currently 1100 hours are being worked.·        780 hours are required from members.·        Should people be directed to tasks most necessary?·        Do we want to increase work hours? How do we keep track of work hours? Currently we are relying on the efforts of a few individuals to make up the hours.·

        Proposal to make the work hours required more nearly match the work hours actually done. Increase single horse hour to 25. 2nd horse space increased to 40, 45, or 50 work hours. Also require work hours of associate members.

·        For people who don’t do work hours, there is a proposal to pay higher increments for more work hours not done. Right now, members are allowed to pay for 50% of their work hours over a 2 year period. This was set up to accommodate members that have short term issues but was not meant as a long term solution for members who don’t do work hours.The board will be voting on these suggestions and any others brought up by the membership at the February board meeting. Please give feedback Vaccination ProtocolWe wish to thank Ana and Alice for their input on this important matter. Both researched vaccinations with different vets, (Dr. O’ Brian and Dr. Hansen and Dr. Detriech), and the board was able to use their information in our discussion.·        Until now the pasture required 4 way and rhino in the spring and flu, rhino, strangles and rabies in the fall.

New requirements:

·        Strangles will no longer be required.·        Members who have been vaccinating their horses for rabies in the spring need to get their horses on the pasture schedule as stated in the rulebook. To do this they need to vaccinate this spring and in the fall (vets agree that this will not be harmful to the horses) and then keep their horses to the fall schedule.·        Note-Tick control is important in preventing erlichiosis. No vaccination available.
