OHA Minutes 1960s





March 1968:

 

Worry that
members and their guests were using horses without owner’s permission.

New gate
installed across from Inspiration.

Only Board
members may hold gate keys.

Look into cost
for holding pens for 10 horses and a trailer for hay.

December 1968:

 

Board voted to
have toilet installed ASAP.

Board accepted
proposal (rule) that two waiting lists be made; one for Proprietary
members and one for new prospects. “As vacancy comes up it will be left
to the Board discretion.” “Post cards will be the only way accepted
for the waiting list.”

By – Law: (rule)
“Only mares and geldings allowed in the pasture, no studs.”

February 1969:

 

Board: Dorothy and
Bob Bolt, Joan Sanford, Marilyn Haynes, Alice Davidson, Robin Phillips and
Bob Lewman

OHA obtained
insurance – $300,000 general liability and $50,000 property damage.

Rule: Discussed
having a non-member feed/care for horses. Decision: The clause in rule #6
“…guests must be accompanied by member at all times” was clearly
stated in the rules. Point made: non-working horses can subsist without
supplemental feeding for substantial periods of time.

Discussed having
non-members and their horses come to the pasture. Decision: Pending lease and
insurance clarification, they would not be allowed in the pasture.

Continued policy
of only Board members holding gate keys.

“Members must
have either “dog tag” or ID card to present to EBMUD guards upon
request.”

Work day plan to
build holding areas and feeders.

Discussed riding
on El Toyonal and Wildcat Canyon Roads. Rule #12 unanimously passed:
“The riding, leading, feeding or grooming of horses on El Toyonal or
Wildcat between Inspiration Point and the Dam Road is prohibited to members
of OHA.”

Investigated
installing gate closer to Inspiration.

Discussed rule
#10: Parents must sign permission slips for their children to ride outside of
the pasture. Some parents had not signed and were asked to do so.

Need to install a
drinking fountain so that “…the girls who have been drinking out of the
lake don’t get muddy and sticky tongues.”

May 1969:

 

A “special
Board meeting” to address a rules violation by one of the member
families. Discussion: “Do we have rules? If so, do we expect them to be
broken? Decision: “Rules have to be strict, or forget the pasture.”
A letter was sent to the family in question stating that “…any further
violation of rules and regulations would place their membership in
jeopardy.”

August 1969: “Women members of the Board will meet
to discuss arrangements for the food.”

 

Improvements to
the pasture included; grading a ring and installation of a water trough.

The State rejected
OHAs application for a tax refund as a non-profit. Re-application pending.

Unanimous vote
that priority for improvements should be given to fencing new ring and
fencing between road and ring (to provide area for feeding and grooming away
from the herd).

Board voted not to
address group feeding at the time since personal feeding was adequate to make
up for overuse of AUMs (28 horses on upper pasture).

Voting for new
Board members was done by mailing.

Combination lock
tried on Inspiration gate.

Planned girl’s
guest day and General Membership Meeting.

September 1969:

 

Board: Robert
Bolt, Robin Phillips, Bob Lewman (Pres.), Joan Sanford (Vice Pres.), Marilyn
Haynes, Bruce Wilson and George Barbera

Named persons that
had not paid dues as yet in the minutes. Board voted that if the dues were
not paid by the end of the month, the horse(s) would be removed from the
pasture. If a horse were up for sale, the owner could pay per month for one
month. If the horse was not sold in that month, the member would pay the full
year, or remove the horse.

October 1969: “The girls haven’t been riding the
fence line.”

 

Motion passed for
new membership list with all family members to be listed.

Motion passed that
all exchanges of horses be made known to OHA.

New two year lease
approved ending 9/30/71. AUMs @ $7.50 per month.

State turned down
OHAs new tax claim.

Motion for one
“tack house” per family. Location and plans must be approved by the
Board (approved).

November 1969: “All you lucky men can look forward
to a phone call about our next work party.”

 

Trapper to start
placing traps to reduce predatory animals and reduce the skunk population (as
agreed upon by CCC and EBMUD).

Reminder: Do not
leave horses overnight in (what is now) the ring pasture.

OHA was advised
that all members to feed their horses for the next three months.

Rule #8: Standards
of good health must be maintained for all horses.
