  The herd will move to the Lower Pasture on December 18 at
10:00 a.m.

Budget:
Shirley presented a budget for 1999-2000 (see attached).  The budget was
reviewed and approved.  A new category entitled Emergency Preparedness
was added, with a budget of $500.

also presented an income statement for October 1 – November 30, 1999.

: Ginny presented a list of items that we should have on hand
for disaster preparedness, as suggested by Willis Lamm.   We could
save some bucks by having members donate used equipment.  A list is
attached of needed items.  Please look in your garage for any of these
items that you may have and be willing to donate.

A
list of numbers to be programmed into the cellular phone was discussed.
The following numbers are being considered.  The phone can be programmed
with up to 20 numbers. 911 can be dialed without being programmed into the
phone.

Capital
Improvements Update:
  Due to continuing controversy over how to fund
the compost bin project, the Board decided to call a meeting with EBMUD to
clarify the expectations about manure disposal and determine how best to
accomplish it.  If we proceed with building the compost bin, the Board
approved using last year’s capital improvement funds (about $2900) and OHA
funds to complete the project, rather than extending the project into this
year’s capital improvement funds.

Trash
Talk:
Richard posted signs requesting that members minimize the amount of
trash at the pasture by removing their own garbage.  For the past
several years, Richard has been emptying the trash cans, and he is tired of
assuming sole responsibility for this unpleasant task.  The Board would
welcome suggestions on how best to manage the removal of garbage from the
pasture.

Dues

The full treasury report was not yet available to
predict the coming year’s costs, therefore the Board voted to continue the
dues increase implemented last year.  The $50.00 per horse per year
increase will be split between the bi-yearly payments (see above for specific
amount).  Prior to the next payment date in June the dues will again be
assessed to evaluate the need for the continued price increase.

Reminders

·
When feeding out of the upper barn take hay from the left side (as
you’re facing it) first.  This will help decrease the amount of moist
(potentially moldy) hay.

·
Fire extinguishers now in the red barn, shed and at the pavilion.
They are ABC (can be used on electrical and gas fires).

·
Manure is to be placed as far back in the trailer as possible.
Boards can be placed on top of manure for wheelbarrow access to the top of
the pile.

·
The garbage cans are full so take garbage home if possible.

·
Bag star thistle; do not place it in the trash.

·
Separate recycling. Heather takes recycling from the labeled can on
a regular basis.

·
When the ground is wet use the fire road to the left of the saddling
area to walk your horse down.

Frank and Leo remain off the pasture.  Freckles left for the

v     EBMUD Report: Heather
will submit the following revised cap improvement plan to EBMUD: Instead of
building the compost bin, we propose graveling a path to and base for the
trailer, building a roof over it and waterproofing the interior. Cost to be
determined by Richard.  Change due to prohibitive cost of composting
structure.

v     Treasury Report:
None given.  Bev and Shirley to meet this week to train Shirley in the
use of Quicken.

v     Work Update: Work
party proposal:
Cut brush near barns and pavilion, especially on the
downhill side. Install hardware screen over ventilation openings of barns
(fire protection measures). Remove trash and recyclesables. Sorry, I can’t
find the rest of the notes.  Since the meeting Lens has worked on a
proposal to extend the white shed. Heidi met the hay delivery on the lower pasture
side. Richard and Alice tarped the hay.

v     Neighbors: A
group of four people that have horses on El Toyonal have asked if they could
have passage through OHA.  The Board voted to uphold the decision made
twice before by OHA Boards in the past. Anyone seeking passage must apply
directly to EBMUD.  The primary reason given in the past was that all
who are granted passage by EBMUD are the responsibility of EBMUD and not of
OHA.

v     Disaster Plan:
Willis Lamm’s visit paid off in a 15 page summary of safety recommendations
tailored to OHA. Ginny and the disaster committee will add this to their
library from which they draw information re: our disaster plan.

Regulations:
The Board began reviewing and revising the minutes. The
discussion rested primarily on the particulars of the “riding partner”
issue.  Heather will make changes (so far) and we will continue plowing
through at the next meeting.  If you have an interest in how decisions
are made for OHA feel free to attend the meeting.  It promises to be
long and full of details.

Heather. Edie attended the latter portion of the meeting. The September
meeting minutes and present agenda were approved before the meeting
commenced.

Fall Vet Clinics
Clinics were held with all but one horse receiving appropriate shots at last
count. Remember to give second strangles vaccines if you haven’t done so
already. The dental clinics were not completed due to an illness in Ben
Koertje’s family and vet-dentist coordination difficulty. Instead of having
one person assume the burden of scheduling for the remaining ten horses, we
recommend that two to four people get together and arrange for the vet and
dentist to come at a convenient time. They are able to complete up to six
horses if all goes well.

Reminders

* Johnny King keeps a horse on Dos Osos. At this time he has acquired a key
and is using El Toyonal, including the bridge, as his primary route to see
his horse as he is unable to use other roads due to a restraining order. Be
prudent when interacting with him. Do not approach him in any way that could
be perceived as threatening or antagonistic, or attempt to enforce road use
rules. Please let Fred know of any incidents involving Johnny at OHA.
* When truck feeding, throw hay off to the side of the fire road.
* A part of the responsibility of feeding the herd is to check on the horses.
If they don’t come to the hay immediately, lure them, then count and check
them.
* Write completed work tasks in book in a timely fashion.
* Pick up after horses and dogs in the saddling areas.
Horse Changes
* Frank at Moraga. The Board voted to give Leo a one time exception to stay
out of the pasture until March 1st for recovery of his injury as per Ginny’s
written request (this will put him over the 12/24 month minimum of being on
the pasture).
* New Members: Welcome three new members to OHA! Kim Zvik, Loree Cole and
Elise Geske. Kim and Elise are actively looking for horses. Loree has a horse
that she’s planning to introduce to the herd at some point in the
future.

* EBMUD Report: Richard presented the semi-final manure bin quotes for cap
improvements. The cost is considerably more than the amount allotted by
EBMUD. Richard will continue getting bids this week in an effort to reduce
the cost. The Board discussed the possibility of financing the remainder of
the structure along with other options. Unfortunately, EBMUD pays for cap
improvements only if they are completed as originally planned by the
specified date.
* Treasury Report: We currently have $6700.00 in the account with expected
expenditures of hay and remainder of cap improvements project.

* Work Update: Leak in lower pasture pipe repaired (Kim). Research shed
extension and rock delivery for parking (Lens). Palettes acquired and placed
for delivery, bids for compost bin (Richard). Manure hauled (Tony, Bronwyn,
Richard). Star thistle hauled (Schaafs). Hay ordered to be delivered November
5th (Lisa J.). Constant road cleaning (Jane). Constant recycling (Heather
H.).

* Disaster Plan: No member feedback re: emergency, battery operated cell
phone. Motion passed: OHA will purchase for a one year trial a pre-programmed
(20#) cell phone. It will be programmed with all of the emergency numbers
listed in the shed and remaining numbers to be determined by Board vote at
next meeting. The price is $250.00 for one year not including minutes in use.
The phone will not work to call any number s other than those programmed.
The Willis Lamm meeting took place and lasted for three hours. Another
meeting at the pasture was held on 10/16 to discuss disaster planning issues
specific to OHAs needs.
Key: Robin Baron has placed a key to the red locks behind the oak tree
closest to the hinge post near Mrs. Long’s fence line.

* Rules and Regulations: The Board briefly reviewed the newly formatted R
& Rs worked on by Heather P. and yours truly. All agreed to make changes
and discuss in detail at the next meeting. The subject is at the top of the
agenda if anyone is interested in being there.

* Application for proposed membership: The deadline for returning prospective
membership application forms is up on 10/15. Letters will be sent to those
that returned the forms letting them know they were received. Those who did
not return the forms will receive letters to varify that their names were
removed from the list. As of 10/15 the unofficial count of forms returned was
22. Quite a change from a list with 64 names!

* New member categories: The Board discussed the possibility of a
“Riding Partner” membership category. Questions that arose included
the following:
* Amount of fee
* Number of riding partners per member
* Whether to interview
* Legal requirements (papers to sign)
We plan to finalize this information during the R & R discussion at the

agenda were approved before the meeting commenced.

 

Fall Vet Clinics

First of all, keep in
mind this is a one off deal switching to intranasal strangles vaccine for
those of you that choose to do so….  All horses must see the vet for
their rabies shot in fall.  Other fall shots include Flu-Rhino.  As
passed last May, the strangles vaccine was moved to fall from spring.
The new and safer intranasal vaccine is given the first time twice – three to
four weeks apart. After that once a year is sufficient.  This is the
latest recommendation from Fort Dodge.  There have been isolated cases
reaction with the intranasal attributed potentially to vaccination at the
same time as intramuscular vaccines.  Dr. Hansen chooses not to give
intranasals and intramuscular vaccines at the same time, whereas Dr. Parker
will go with the horse owner’s choice. Dr. Hansen recommended that he sell
all horse owners the intranasal vaccines and they administer themselves. The
bottom line includes the following choices:

Ø      Have the vet
give both intranasals for you.  This means seeing Dr. Parker twice, or
seeing Dr. Hansen three times (once for intramuscular and twice for
intranasal). Or a combination of both for the amount of times needed.

Ø      Give your own
intranasals (either both, or just the second after the vet gives the first)
after purchasing them from the vet. This entails having knowledge of using a
syringe and being comfortable with your thumb and a plastic tube in your
horse’s nostril.

Ø      Continue to
give the intramuscular injectable strangles vaccine (realizing the higher
reaction risk). You may have to purchase this through a catalogue as many
vets do not carry it any longer.

Reminders

·        It’s
feeding time again! Labeled schedules are in the white shed in the plastic
file holder on the left.  Feed first from the platform next to the
barn, then from the barn when the platform is empty.  Signs will be
posted when it’s time to start feeding from the upper barn.  Read the
information on the feeding schedule for specifics.

·        Sign
horses out on the Census forms in the shed. New 99-00 work book  is
in the shed – thanks Shirley.

·        Sign
horses out on the Horse Hotel form for stall, paddock, or large
enclosure use. One day is equal to 12-24 hours.  Forms are in the
white shed.

·        Tally
work hours for last year in 98-99 work hour book.

·        Pick
up after horses and dogs in the saddling areas.

EBMUD Report:  The Board reviewed the recently received Grazing
Plan. Proposed change included extending the date of Cap Imp completion
(manure composting bin) due to the late date of Plan’s acceptance by EBMUD.

Treasury Report: Motion: OHA buy a copy of Quicken for Shirley not to
exceed $70.00. Passed unanimously.   This will allow Shirley to not
only see what monies we have available, but also to continue keeping
excellent up-to-date financial records.  Report will be complete with
amounts following software set-up.

Liz was paid the remainder for fly predators as voted on last meeting.

·
First hay delivery paid (25 % less than last year). Hay prices are
down and we had another bidder on the job.

Manos paid for yellow star picking.

Work Update:  Remaining star thistle removal (Richard & Bubs);
haul manure – past (Liz, Richard & Bronwyn)  this week (Tony &
Richard); work on water line (Richard); hay delivery and coordination of
moving and stacking (Lisa);  multiple gate and pavilion shed door repair
(Lens); tree removal from forest trail (Richard); star thistle picking
coordinator (Fred); driving for pickers (Fred & Marcia). Administrative
duties include feeding list coordination and production (Liz & Bubs); WEB
site updates (Kim); application mailing, updating lists & Rules, organizing
interviews, producing and tallying workbooks, haysheets, forms, work
coordination, ongoing recycling, committee for disaster planning, constant
call-ups, etc.  (Board members, Heather H., all committee members, Linda
F., Rene, Bronwyn, anyone I neglected to mention who has participated).

Hay: A limited amount of hay may be purchased from the red barn for
$12.00 per bale (by the bale only).  A sign out list is in the barn to
tally hay taken.  Place purchased bales outside of red barn until barn
is at least ½ empty.  Horses kept in overnight are entitled to one flake
of hay per day.  Horses taken out of the pasture are excluded from this
entitlement.

Disaster Plan: Ginny set-up a preliminary meeting with Willis Lamm re:
disaster planning. He would like to meet first with a small group of disaster
committee members and possibly Board members.   Phone: No feedback
was received by membership re: purchase of the emergency cell
phone.   The Board has put off the vote until the next meeting due
to Shirley’s inability to access the specifics of our financial status. ID
photos: Heather H. is taking a photo of every horse to place in an album for
ID purposes.

(REPEAT) Rules and Regulations:  Heather has begun to update the
Rules and Regs.  Prior to the start of this project, Lisa read through
all of the past minutes to identify all motions/proposals voted on in the
past.  Quite a few of the “Rules” that were made (and not later
overturned) had not been placed in the Rules and Regs.  One of those
rules was written into the original Associate Membership guidelines (taken
from pasture history) in 12/80: “
Motion
passed (rule) unanimously with Bob L. abstaining: “In order to safeguard the
positions of other families on the waiting list ahead of said family, it was
the decision of the Board to create a new category of membership which is
solely for the purpose of sponsoring another member’s horse. This associate membership
will cost the family $50.00 per year which does not apply to the eventual
cost of a full membership. Becoming an associate member does not affect the
position of a family or individual on the waiting list. Associate membership
will carry with it all the responsibilities of a full membership, including
the 10 hours yearly of work and turns feeding
.” Associate members to have
all the rights except 1) voting and 2) bringing their own horse into the
pasture. Associate membership will be renewable annually subject to review by
the Board. No refunds of the annual fee will be made. Other expenses related
to the horse will be agreed upon by the owner and the sponsor. All requests
will be made to the Board in writing and decided on a case by case basis.”

The Board discussed the issue of
Associate Members completing their own work hours.  After discussion,
the modest proposal was as follows: “Associate members will be required to
complete 5 work hours per year. A $50.00 work deposit will be required. Associate
members will have three months to pay the deposit.”  These hours would
be separate from any work hours completed for the Proprietary member to which
Associate member is affiliated. Call Bubs by 9/10/99 with feedback on this
proposal.  Due to our inability to cover this subject at the last
meeting (Bubs had to leave), you have one more chance to respond! Call Fred
by 10/6/99 with any further feedback.

August 15th.  Many have already been returned.  By
October 20th the prospective member wait list will be completely
updated.

Meetings lasted about three
hours
